Converting numbers from “commands” to real action
At the conference to assess the progress of implementing Resolution 57 recently organized by the city's Steering Committee, Hanoi leaders said that the entire city has been assigned nearly 200 tasks related to science - technology , innovation and digital transformation since the beginning of 2025. Of the 187 specific tasks assigned by the Central Government, more than half have been completed.
Accordingly, the direction method is more tightly organized, the infrastructure and implementation capacity of agencies and units are significantly upgraded. Many pilot models of digital government and smart cities at the ward and commune levels have been implemented - creating momentum for replication.

One of Hanoi 's outstanding marks is promoting administrative procedure reform: currently the whole city operates more than 2,100 procedures, with 100% digitized at different levels. In just 4 months from July 1 to November 12, 2025, the city received and processed more than 1.24 million online records; the synchronization rate to the National Public Service Portal reached 100%, the digitization rate of records reached nearly 86%, the rate of electronic results was more than 87%, and online payments were almost absolute.
These figures reflect the determination to transform the management and administrative model in Hanoi - from traditional to modern, more convenient for people and businesses.
Frankly acknowledge "bottlenecks", establish new mechanisms
Despite achieving many positive results, the city also pointed out seven “bottlenecks” that are hindering the implementation process - from outdated infrastructure, scattered data, to lack of unity in implementation organization.
To overcome this, Hanoi has established a “new state of action”: all directives will be based on vision – data – setting an example, operating according to the OKR – KPI – digital dashboard model, with clear requirements on who will implement, work and responsibility. Units that are behind schedule will be put on the weekly warning list.
The fundamental "pieces" for the breakthrough phase
The city has implemented many urgent tasks in 2025: transferring all public administrative service points at the commune/ward level to the City Public Administrative Service Center; upgrading technology infrastructure; expected to put into operation the multi-service "super application" iHanoi in the first quarter of 2026; deploying the Hanoi Data Center and cloud computing infrastructure... These are considered essential "pieces" for the capital to enter a period of outstanding development in science - technology and innovation.
In addition, Hanoi also sets long-term strategic goals: developing the digital economy, supporting businesses, investing in technology human resources, creative industries, and startups - aiming towards a smart, green, creative, and sustainable urban future.
Aiming for big goals, committed to serious implementation
The city leaders emphasized that the institutions have opened, but more important are the organizational capacity and determination to implement. The city is determined to prioritize removing institutional bottlenecks, promoting data sharing, protecting officials who dare to think and dare to do; shifting management thinking from "management - allocation" to "creation - service". Data is considered a common asset; people and businesses are at the center of all policies; their satisfaction will become the most important measure.
With the spirit of "doing what you say - doing it quickly, doing it correctly, doing it effectively, doing it to the end", Hanoi is making every effort to turn the commitment into reality - aiming to become the leading center of innovation, science and technology in the country, aiming for the regional level.
