Also attending the online meeting were representatives of the International Cooperation Department, Vietnam Atomic Energy Institute.

The 26th FNCA Ministerial Meeting focused on two main topics: " Nuclear Energy and Nuclear Science " and " The Role of Nuclear Energy ". At the meeting, representatives of member countries presented national reports on policies, development and application of nuclear technology in socio -economic fields, nuclear power development, as well as projects related to small modular reactor (SMR) technology.
Dr. William D. Magwood, Director General of OECD/NEA, shared about the increasingly important role of nuclear energy in the Asian region, and updated NEA's activities in training, supporting new entrants, promoting bilateral and multilateral cooperation frameworks, as well as enhancing coordination with the International Atomic Energy Agency (IAEA) and South Asian partners in the context of geopolitical fluctuations.
Japan's representative, Dr. Ueno Asak, Deputy Commissioner for International Relations, Agency for Natural Resources and Energy, presented on nuclear policy towards carbon neutrality, emphasizing Japan's commitment to "accompanying new countries" through its more than 60 years of experience in developing nuclear power. In the context of the world's efforts to respond to climate change and towards the goal of reducing carbon emissions, the general trend of the majority of FNCA member countries is to consider nuclear energy as a key tool to achieve long-term climate goals and ensure clean, stable energy sources. Countries that have operated nuclear power plants are now promoting research and application of new reactor technologies, especially SMR, to replace outdated technologies; at the same time, many other countries are also building or setting a roadmap for developing nuclear power plants in the near future.
On behalf of the Vietnamese delegation, Dr. Cao Dong Vu gave an overview of the development and application of nuclear energy in Vietnam, and shared updated information on policies and strategies related to the nuclear power development program as well as the Center for Nuclear Science and Technology (CNST) project. He said that Vietnam is urgently implementing many activities towards the goal of putting the first nuclear power unit into commercial operation by 2035.

On this occasion, Dr. Cao Dong Vu highly appreciated the cooperation activities within the framework of FNCA with member countries, affirmed Vietnam's active participation and strong commitment to the FNCA cooperation program, and expressed his hope that countries would continue to strengthen cooperation, exchange information and share experiences to improve the effectiveness and efficiency of FNCA in the coming period.
Within the framework of the Meeting, the FNCA Awards Ceremony was held to honor individuals and organizations of member countries with remarkable research and development achievements, contributing to the successful implementation of FNCA projects. The awards were presented in two categories: (i) Award for Outstanding Research Team and (ii) Award for Best Research Team. In which, the Award for Outstanding Research Team was given to research teams from the Philippines, Kazakhstan and Bangladesh; the Award for Best Research Team went to the Research Team for Radiopharmaceutical Production at the Nuclear Research Institute, Vietnam. At the same time, Mr. Pham Thanh Minh presented a report with the content "Achievements and challenges in the implementation of the Project on Using Research Reactors in Vietnam". This award shows FNCA's recognition of Vietnam's efforts and contributions in promoting the application of nuclear science and technology in the region.

The meeting also spent time discussing the results of the FNCA program implementation in 2025, the plan for implementing FNCA activities in 2026 as well as issues related to general management. At the end of the meeting, delegates unanimously approved a "Joint Communique" to guide activities in the coming time.
FNCA was formerly the Asian Nuclear Cooperation Program initiated by Japan in 1990. Vietnam has been a member of this organization since 1996. Currently, the Forum has 13 member countries including: Australia, Bangladesh, Indonesia, Kazakhstan, Korea, Japan, Malaysia, Mongolia, Philippines, Singapore, Thailand, China and Vietnam. Through this forum, member countries coordinate to implement many joint cooperation programs and projects, focusing on highly applicable fields such as nuclear medicine, agriculture, environment, radioactive waste management, radiation safety and nuclear power development. The FNCA Ministerial Meeting is held annually to evaluate activities within the Forum and discuss the action plan for the following year.
