Mechanism needed to promote digital transformation in education

On October 14, the National Assembly Delegation of Hai Phong City surveyed the implementation of the Laws on Education, University Education and Vocational Education at Hai Duong University and Thanh Dong University.

At the working program, Ms. Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Phong City, said that the Law on Education, the Law on Higher Education and the Law on Vocational Education are important laws, providing the basic legal framework for the operation of the national education system. The implementation of these laws plays a particularly important role in the process of developing high-quality human resources to serve the cause of industrialization, modernization and socio- economic development of the country.

These are also the laws that will be considered by the 15th National Assembly at its 10th session. In particular, in the field of higher education , there are many contents that are being consulted such as: perfecting the university autonomy mechanism associated with accountability, innovating the university governance model, supplementing regulations on digital higher education, international cooperation, training linkages; developing private higher education, considering this an important resource of society in providing quality educational services, reducing pressure on the state budget, and expanding learning opportunities for people.

On behalf of the Hai Phong National Assembly Delegation, Ms. Nguyen Thi Viet Nga pointed out a number of difficulties and problems in the implementation of the above laws, such as: The operating mechanism of the school council is still formal and has not yet fully promoted its role in deciding the development strategy. Scientific research and technology transfer activities are not commensurate with the potential...

Ms. Nguyen Thi Viet Nga said that the opinions of the survey will be compiled by the Delegation and reported to the National Assembly, the Government, ministries, central branches and the city in the work of building and perfecting the law. In particular, these will be the contents from the practice that the Delegation has received to serve the contribution and completion of the Draft Law on Higher Education (amended) to be submitted to the National Assembly for consideration at the upcoming 10th Session of the 15th National Assembly.

At the working session, school leaders reported to the delegation on the results of implementing the above laws and proposed some contents that need to be revised and supplemented.

According to Ms. Ta Thi Thuy Ngan, Principal of Hai Duong University, the National Assembly and the National Assembly Standing Committee continue to improve the legal system on higher education, ensuring consistency, transparency, and autonomy of higher education institutions regardless of the level of financial autonomy, and at the same time consider investing in local public education institutions. For the Government, ministries and central branches, it is necessary to strengthen guidance on the implementation of the above laws, build a mechanism to encourage public-private cooperation in education, and at the same time support local universities to implement comprehensive autonomy. Create conditions and have priority policies for schools to have modern teaching and learning facilities, comprehensively implement digital transformation in administration, expand the scale of training, attract highly qualified lecturers, and promote cooperation mechanisms between universities and local enterprises in training high-quality human resources.

Associate Professor, Dr. Le Van Hung, Chairman of the University Council, Principal of Thanh Dong University also had a similar opinion, suggesting that the central government continue to have a financial support policy for private higher education institutions, such as the proposal to allow access to preferential loans to invest in building facilities, lecture halls, libraries, as well as experimental and practice equipment to serve scientific research training.

School representatives also proposed a number of other contents related to the application mechanism and bringing AI into teaching, having an open mechanism in scientific research and international cooperation.
