Mr. Duoc analyzed that old Ho Chi Minh City has the advantage of human resources. This is the economic center of the country, all the elite come here to work.

When there is a modern transport system, it will create space, urban civilization, convenience to serve people's lives, and also a solution to reduce environmental pollution.

The road sector in the near future will focus on the 2nd and 3rd belts currently under construction, and the 4th belt will be started next year, and must be completed within this term. When completed, the beltway system will be completed, and at the same time, the external transport system will be built.

Regarding the railway system, the Chairman of the City People's Committee said that the city has 7 railway lines, currently one has been completed and the remaining lines are being built. An encouraging thing for the city is that since the Central Government allowed private investment in railways, many investors have registered. "Only that way can quickly solve the railway problems" - Chairman Nguyen Van Duoc said.

Mr. Lam talked about finance, in the next 5 years, Ho Chi Minh City's investment needs are over 3 million billion VND, the city has balanced over 1 million billion VND. For the remaining resources, he suggested taking advantage of land resources to attract investment resources under BT contracts.

Regarding bonds, TOD development, bond issuance. At the same time, the city needs to supplement solutions to attract high-quality human resources with special mechanisms and policies.
