Speaking at the ceremony, Prime Minister Pham Minh Chinh stated that the construction of an inter-level boarding school is a practical action, implementing President Ho Chi Minh's teaching: "For the ten-year cause of planting trees, for the hundred-year cause of educating people".
The Prime Minister said that ensuring equal access to education for students in remote, border and island areas is a very important task. The Politburo has decided to invest in building 248 inter-level boarding schools (primary and secondary) in border provinces, including Thanh Hoa - where there are 16 border communes.
"In parallel with central funding, it is necessary to launch a social movement. In particular, if people can donate land, the government needs to rearrange suitable housing to speed up site clearance work.
Sponsors such as Viettel and the Oil and Gas Group would be best if they could provide "turnkey" support. The project management board must closely monitor, ensure transparency, and prevent negativity and corruption" - Prime Minister Pham Minh Chinh directed.
Thanh Hoa Provincial People's Committee said it has surveyed and made an investment portfolio for 21 inter-level boarding school projects in 16 border communes, with a total investment of about 1,590 billion VND.
Of which, 6 projects will be implemented in 2025 with a total capital of 767 billion VND; the remaining 15 projects will be implemented in 2026, with an estimated cost of 823 billion VND.

Not all communes are overloaded, so flexible staff arrangements are needed.
Previously, Prime Minister Pham Minh Chinh inspected the operation of the Bat Mot Commune Public Administration Service Center, as well as the operation of the two-level local government model.
Here, the Prime Minister discussed with the staff and many people, learned about the procedures, especially the integration of information and documents on the people's VNeID application and carried out online procedures.
Assessing the smooth operation of the center and the two-level government, the Prime Minister requested to continue promoting data integration and connection; promoting the digital education movement, guiding people on digital transformation, online procedures, perfecting digital technology infrastructure, and overcoming signal and power gaps.
Reality shows that not all communes are overloaded with work, so it is necessary to arrange and assign staff flexibly and appropriately, depending on each place and the requirements of each field. In places with a lot of work and complexity, more people should be assigned to serve people and businesses more promptly, thoughtfully and effectively.
