Speaking at the opening of the preparatory session, Party Central Committee member and Provincial Party Secretary Nguyen Doan Anh emphasized: Implementing Directive No. 45-CT/TW of the Politburo and the regulations and guidelines of the Central Committee on Party Congresses at all levels towards the 14th National Party Congress, in the past time, along with leading and directing the successful organization of Party Congresses, grassroots Party cells and Congresses of Party Committees directly under the Provincial Party Committee, the Thanh Hoa Provincial Party Executive Committee has actively prepared and fully implemented the procedural steps to organize the 20th Provincial Party Congress, term 2025-2030 in accordance with regulations.
The preparatory session is an important meeting, a careful and thorough preparation step to ensure the success of the 20th Provincial Party Congress. Accordingly, Provincial Party Secretary Nguyen Doan Anh requested delegates to promote democracy, solidarity, uphold responsibility, and focus on completing the entire program and content of the preparatory session.
In the spirit of urgency and seriousness, at the preparatory session, the delegates elected the Presidium of 15 comrades, the Secretariat of 3 comrades and the Congress Delegate Qualification Examination Board of 9 comrades.
The Congress also voted to approve the program, rules and regulations of the Congress; at the same time listened to a report summarizing comments on the draft documents to be submitted to the 14th National Congress of the Party; thoroughly grasped the basic contents of the Election Regulations according to Decision No. 190-QD/TW of the Party Central Committee and Instruction No. 04-HD/TW of the Secretariat on a number of specific issues in implementing the Election Regulations in the Party; approved the division of discussion groups at the official sessions of the Congress.
In his closing speech at the preparatory session, Party Central Committee member and Provincial Party Secretary Nguyen Doan Anh emphasized that in order for the working sessions of the official session to be of high quality and effectiveness, creating high unity in the process of implementing the tasks of the Congress, he requested the delegates attending the Congress to continue to uphold their sense of responsibility, fully and seriously comply with the rules and regulations of the Congress.
Thoroughly implementing the spirit of comprehensive digital transformation, the 20th Provincial Party Congress does not use paper documents. The Provincial Party Committee Office has sent detailed instructions on login account information and Congress software installation to agencies and units. The Congress Organizing Committee arranged a guidance desk outside the hall to guide delegates in accessing and using documents.
The Provincial Party Secretary noted that opinions expressed at the Congress should be concise, focused, and go straight to the point to save time and contribute to the overall success of the Congress.
According to the working program, the 20th Congress of Thanh Hoa Provincial Party Committee, term 2025 - 2030, was held from October 14 to 16.
