Bringing public services to the people

Implementing the 2-level local government model, Quyet Thang ward was established on the basis of merging the entire natural area and population of Phuc Ha, Quyet Thang communes and Thinh Dan ward. The area is large, the population is large but the proportion of people who are not familiar with digital platforms is still large, the Ward People's Committee has implemented a 45-day and night peak period to learn about and use online public services.

The Public Administrative Service Center of Quyet Thang Ward is constantly under pressure due to the large workload.

With the goal of promoting propaganda to help people be provided with information, support, and popularize knowledge and skills in using online public services, the Ward Public Administration Service Center has deployed a model of public service officers going down to hamlets and groups to guide people. The model not only helps people have easier access but also significantly improves the operational efficiency of the Ward Public Administration Service Center. This activity takes place every evening and on weekends, helping to significantly reduce the pressure on staff during office hours.

Ms. Nguyen Thi Anh Thu, a specialist at the Quyet Thang Ward Public Administration Service Center, said that during the working process, most people do not know how to use the utilities on the National Public Service Portal. Directly guiding people in residential groups will aim at the long-term goal of shortening time and improving work efficiency. Therefore, even though they have to work in the evenings and on weekends, assigned staff like her always try their best to do it.

Deployed since the beginning of November 2025, up to now, Quyet Thang ward has had about 90% of residential groups have had officers come to the group to directly guide people to use online public services. The contents that are carefully guided are essential, easy-to-encounter daily needs such as: How to log in and use the National Public Service Portal; carry out birth registration procedures, grant construction permits, register business households, confirm residence...; update personal documents, download and store electronic documents...

One of the outstanding new features of the model is the promotion of the role of party members living in residential areas, youth union members and people with knowledge of information technology. After each guidance session by the staff of the Public Administration Service Center, these "digital cores" will continue to support households in performing simple operations. This combination creates a strong spread, helping the digital transformation process no longer be the work of state agencies, but become a common activity of the whole community.

Since the model of sending public administrative officers to residential groups to guide people was implemented by Quyet Thang ward, the number of people coming directly to the ward's Public Administration Service Center to carry out administrative procedures has decreased significantly. Common documents such as residence confirmation, licensing, birth registration, etc. have been completed by many people on the National Public Service Portal.

According to Mr. Nguyen Duc Nhat, Vice Chairman of the People's Committee and Director of the Quyet Thang Ward Public Administration Service Center: The initial results of the model are assessed very positively. The locality will continue to encourage IT core members in residential groups, community digital technology groups and arrange staff to continue guiding people at the grassroots level in the coming time if necessary.
