Implementing a two-tiered local government model, Quyet Thang ward was established by merging the entire natural area and population of Phuc Ha, Quyet Thang communes and Thinh Dan ward. With a large area and a dense population, but a significant percentage of residents still unfamiliar with digital platforms, the ward People's Committee launched a 45-day intensive campaign to promote the use of online public services.

With the goal of promoting information dissemination, support, and the popularization of knowledge and skills in using online public services, the Ward's Public Administrative Service Center has implemented a model where public service officers go down to the hamlets and neighborhoods to guide residents. This model not only makes services more accessible to residents but also significantly improves the operational efficiency of the Ward's Public Administrative Service Center. This activity takes place every evening and on weekends, significantly reducing the workload for staff during regular working hours.

Ms. Nguyen Thi Anh Thu, a staff member at the Public Administrative Service Center of Quyet Thang Ward, said that during their work, most people are still unfamiliar with using the features on the National Public Service Portal. Directly guiding residents at the neighborhood level aims at the long-term goal of shortening processing times and improving efficiency. Therefore, despite having to work in the evenings and on weekends, assigned staff members like her strive to perform their duties effectively.

Launched in early November 2025, approximately 90% of the residential areas in Quyet Thang ward have now received direct guidance from officials on using online public services. The detailed guidance covers essential, everyday needs such as: how to log in and use the National Public Service Portal; procedures for birth registration, construction permits, business registration, residency confirmation, etc.; updating personal documents, downloading and storing electronic documents, etc.

One of the outstanding new features of the model is the promotion of the role of Party members residing in the area, youth union members, and those with knowledge of information technology. After each training session by officials from the Public Administrative Service Center, these "digital key personnel" will continue to assist households in performing simple tasks. This combination creates a strong ripple effect, helping the digital transformation process no longer be the responsibility of state agencies, but a shared activity of the entire community.

Since the model of deploying public administrative officials to residential areas to guide residents was implemented in Quyet Thang ward, the number of people coming directly to the ward's Public Administrative Service Center to carry out administrative procedures has decreased significantly. Common documents such as residence confirmation, permits, birth certificates, etc., are now being processed by many people themselves through the National Public Service Portal.

According to Mr. Nguyen Duc Nhat, Vice Chairman of the People's Committee and Director of the Public Administrative Service Center of Quyet Thang Ward: The initial results of the model are considered very positive. The locality will continue to encourage key individuals in information technology in residential areas and community digital technology groups, and assign staff to continue guiding people at the grassroots level in the future if necessary.
