Continue to support 400 billion VND for Thai Nguyen, Cao Bang, Lang Son, Bac Ninh

Prime Minister Pham Minh Chinh has just signed a decision to provide the second round of emergency support with a total budget of 400 billion VND to Thai Nguyen, Cao Bang, Lang Son and Bac Ninh to respond to and overcome the consequences of floods.

The central area of ​​Thai Nguyen province (old Thai Nguyen city) on October 10 was submerged in floodwater, without electricity or clean water.

Prime Minister Pham Minh Chinh has just signed Decision No. 2241/QD-TTg dated October 12, 2025 providing emergency funding for the provinces of Thai Nguyen, Cao Bang, Lang Son, and Bac Ninh to overcome the consequences of floods (2nd time).

The decision clearly states: Support 400 billion VND from the central budget reserve in 2025 for 4 localities to meet immediate urgent needs and stabilize people's lives after floods. Of which, Thai Nguyen 250 billion VND, Cao Bang 50 billion VND, Lang Son 50 billion VND, Bac Ninh 50 billion VND as proposed by the Ministry of Finance in Document No. 15854/BTC-NSNN dated October 12, 2025.

The People's Committees of the provinces: Thai Nguyen, Cao Bang, Lang Son, Bac Ninh are responsible for managing and using the above-mentioned additional funds, ensuring compliance with the provisions of the law on the State budget and other relevant legal documents, ensuring the correct purpose of use, correct objects, publicity, transparency, no loss or negativity; at the same time, report the results of use to the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies for synthesis and reporting to the Prime Minister.

Previously, Prime Minister Pham Minh Chinh signed Decision No. 2221/QD-TTg dated October 8, 2025 to provide emergency aid of VND 140 billion to the above four provinces to promptly provide relief and support to people and initially overcome the consequences of floods. Of which, Thai Nguyen received VND 50 billion, Cao Bang VND 30 billion, Lang Son VND 30 billion and Bac Ninh VND 30 billion.

Prime Minister Pham Minh Chinh also signed Decision No. 2171/QD-TTg dated October 2, 2025 to support 2,524 billion VND from the central budget reserve in 2025 for 15 localities to support people's lives, repair dikes, irrigation reservoirs, natural disaster prevention and control works, essential infrastructure, and stabilize residents in urgent disaster areas affected by storm No. 10 and other natural disasters from the beginning of 2025.

Specifically, Tuyen Quang 200 billion VND, Cao Bang 195 billion VND, Lang Son 20 billion VND, Lao Cai 200 billion VND, Thai Nguyen 20 billion VND, Phu Tho 20 billion VND, Son La 200 billion VND, Lai Chau 24 billion VND, Dien Bien 90 billion VND, Ninh Binh 20 billion VND, Thanh Hoa 200 billion VND, Nghe An 500 billion VND, Ha Tinh 500 billion VND, Quang Tri 200 billion VND, Hue 135 billion VND.
