Ngoc Thien Commune: Mobilizing resources to build an advanced new rural commune

The appearance of Dong Lang village has changed a lot in recent years, the village roads and alleys are clean and beautiful, at night, the roads are brightly lit up throughout the area thanks to the electricity. According to village chief Vu Van Luong, the village has 118 households and more than 4,600 people. Although the village is purely agricultural, the people are united and have turned many difficult tasks in building new rural areas into easy ones, most clearly shown in the period 2019 - 2023, the village deployed campaigns to mobilize people to build infrastructure works to serve people's lives.

In 2019, Dong Lang village launched a campaign for the entire population to compete in hardening internal traffic. Realizing that this is a practical and meaningful work to help facilitate farming, right after the village Party Committee and management board implemented it, everyone responded.

In addition to the local households benefiting from the voluntary contribution project, there are also children living, studying and working in other provinces who also turn to their homeland. Therefore, after only nearly a month of implementation, the village mobilized nearly 1.2 billion VND and hundreds of working days. After the intra-field traffic project, the intra-village and hamlet roads were also expanded and paved with concrete. Wherever the road was opened, people continued to mobilize money and effort to erect poles and install lighting to help ensure safe travel.

Faced with the reality that the cultural house is small and dilapidated and does not meet the needs of use, the Party Committee, the village management board, and the front work committee continue to call on the people to join hands to build a new, spacious building. Thanks to the high consensus and unity among the people, in December 2023, Dong Lang will reach the new rural village finish line.

After nearly 2 years since reaching the goal of building a new rural area, the criteria are still firmly consolidated. Currently, the village has established an environmental sanitation team to collect waste twice a week. The cultural and sports movements are operating effectively. According to the recent review of poor and near-poor households, Dong Lang has only 1 poor household. The rate of cultural families is over 99%.

Strengthen and improve the quality of criteria

On July 1, 2025, Ngoc Thien commune was established on the basis of merging 5 communes: Ngoc Thien, Ngoc Chau, Song Van, Ngoc Van and Viet Ngoc. In recent years, Ngoc Thien commune has focused on mobilizing maximum resources, consolidating and improving the quality of new rural criteria. In the period of 2020 - 2025, the whole commune has mobilized nearly 1,000 billion VND from the budget at all levels and people's contributions to invest in socio -economic infrastructure.

Thanks to that, many essential works such as: Rural traffic, intra-field canals, schools, village cultural houses, lighting systems... have been newly built and upgraded. Up to now, 100% of schools have met national standards, of which 4 schools have met level II standards (including: Ngoc Thien 2 Kindergarten; secondary schools: Viet Ngoc, Ngoc Van, Ngoc Chau). Village and inter-village roads have been hardened, contributing to improving the appearance of the countryside, creating favorable conditions for production and trade. All villages have spacious cultural houses, internet coverage, and outdoor sports equipment installed.

Immediately after successfully organizing the Congress, the Commune Party Committee issued a Resolution focusing on leadership and direction in implementing socio-economic development tasks, in which it determined the goal of maintaining and improving the quality of new rural criteria, striving to build an advanced new rural commune by 2030 and become a ward by 2035.

According to Mr. Nguyen Van Hung, Head of the Economic Department, after the reorganization, Ngoc Thien commune has 4/5 old communes that have met the advanced new rural standards (old Song Van commune has only met 16/19 criteria); 23/80 villages have been recognized as model villages, the poverty rate has decreased sharply, and the material and spiritual life of the people has improved significantly. This is a solid achievement for the locality to strive to complete the goals set out in the Resolution of the Congress.

According to the plan from now to 2030, Ngoc Thien focuses on mobilizing all resources to invest in building infrastructure for economic and social development, especially building residential areas, urban areas, and industrial parks. Currently, the People's Committee of the commune has assigned the Economic Department to speed up the progress of site clearance to soon construct the projects: Ngoc Chau - Ngoc Van Industrial Cluster; Minh Duc - Thuong Lan - Ngoc Thien Industrial Park, the traffic route connecting the North - South main axis connecting Provincial Road 295 and Provincial Road 398B. The road connecting Ngoc Van commune to the old Viet Ngoc commune. Along with that, the locality invites investors to develop 8 residential and urban areas in a synchronous and modern direction in the villages: Dong Gai, Doi Gieng, Tan Lap, Doi Ma, Dong Noi, Bi, Nanh Ton, Chung Chinh with a total area of 180 hectares. When completed, this place promises to create an urbanization highlight, improving the quality of life of the people.

Along with the concern for industrial and urban development, the commune continues to guide farmers to promote the application of mechanization and high technology in production, change the crop structure, expand intensive aquaculture, and ensure biosafety. Socio- political organizations mobilize people to maintain "Green Sunday", environmental self-management models, ensure security and order... With the appropriate direction and high determination, Ngoc Thien is creating a strong change, gradually realizing the goal of building an advanced new rural commune, striving to become a ward.
