Focus on infrastructure construction
These days, coming to Phuong Lan 4 village, Luc Nam commune, it is easy to feel the excited atmosphere of the people when the main road passing through the village has just been invested to widen from 3 meters to 7 meters. Just arriving at the village entrance, the laughter from the construction sites makes the picture of a new day in Phuong Lan 4 more vivid.

Visiting the construction stone workshop of Mr. Do Van Cap (born in 1978), nearly a dozen workers were working enthusiastically, some were transporting stones onto trucks for installation, others were carefully measuring and cutting stones according to customers' requests... While directly operating the machine, Mr. Cap stopped and said: "Before, every time a truck brought raw stone back or transported it, I had to choose a time when there were few people so as not to affect the traffic of the people. Now the road surface has been widened, concrete has been poured solidly, the drainage system and lighting are complete, the family business is more favorable".
It is known that previously, the main road of Phuong Lan 4 village was narrow, cars had difficulty passing each other, and in the rainy season, water often stagnated, making travel inconvenient. To remove the bottleneck, create a "push" for economic development, and improve people's lives, at the beginning of this year, the People's Committee of Luc Nam district (before operating a 2-level local government - PV) decided to invest more than 10 billion VND to expand the road.
Due to the lack of funds for compensation and site clearance, the Party Committee and the Village Management Board organized many meetings to propagate and mobilize people to donate land to open roads. To set an example, each cadre and Party member proactively demolished fences and cut down trees to donate land. Seeing the cadres do it, the people followed suit. Thanks to that, in just over 10 days, 87 households in the village donated land, with houses as small as 5-10 m², some nearly 100 m². With the land available, the contractor sped up the construction progress, putting the project into use more than a month ahead of schedule.
In fact, taking advantage of being located near major traffic routes, in recent years, communes and towns before merging have paid attention to developing connecting routes, forming urban spaces early. A notable highlight is that localities have proactively reviewed and adjusted construction planning and land use planning, prioritizing land allocation for urban infrastructure, public services, transportation and residential housing. Construction order management has been tightened, gradually overcoming the situation of spontaneous construction, creating a foundation for a synchronous and modern urban space.

Identifying transport infrastructure as a top priority, the locality focuses resources on expanding main roads, connecting routes to commune centers, upgrading the intra-village road system, and creating a smooth transport network. Many inter-village and inter-commune roads are paved with asphalt and concrete, both serving the people's lives and opening up space to attract investment.
Along with that, electricity, water and lighting systems have been renovated and newly installed in many areas, gradually forming a clear urban appearance. Regarding social infrastructure, the locality has invested in and upgraded schools, medical stations, cultural houses and sports areas, contributing to improving the spiritual life of the people.
Comrade Pham Huynh Duc, Head of the Economic Department of Luc Nam Commune, said: "Thanks to the concentration of resources, urban infrastructure in the area has received investment attention, new urban areas have been built modernly. In particular, 100% of the main urban roads have been invested in and renovated to become more civilized and modern."
Improve people's quality of life
Along with other communes and wards in the province, Luc Nam commune enters the 2025 - 2030 term with many new opportunities and challenges. After the merger, the area and population of the commune have increased significantly, creating an important premise for comprehensive and synchronous socio-economic development. The expansion of administrative boundaries helps the commune to be more convenient in planning development space, forming large-scale production areas, developing industrial clusters, trade - services; at the same time creating the ability to concentrate and reasonably allocate human, financial and material resources for key tasks.
However, through assessment, due to the lack of synchronization in development planning between old administrative units, there are still differences in transport infrastructure, telecommunications, schools, medical stations, and cultural institutions between regions. The economic restructuring is not really strong; high-quality agricultural production is still low; production, business, trade, and service activities are not commensurate with the potential and advantages of the locality.
Promoting the achieved results, in the 2025 - 2030 term, the Party Committee of Luc Nam commune has agreed on the following consistent goals: Promoting democracy, solidarity, and discipline; accelerating administrative reform and digital transformation; mobilizing maximum resources for socio-economic development; perfecting urban infrastructure; improving people's lives; striving to turn Luc Nam into a ward by 2030.
To realize the goal, the Commune Party Committee focuses on building a clean and strong Party organization, ensuring the absolute and comprehensive leadership role of the Party in all fields; perfecting the organizational apparatus according to the model of a streamlined 2-level local government, operating effectively and efficiently. Along with that, synchronously implementing solutions to improve the leadership capacity, fighting strength of grassroots Party organizations and the quality of cadres and Party members, especially leaders, managers and heads of agencies and units.
Regarding socio-economic development, the locality focuses on investing in developing services and trade as pillars of the economy. In particular, priority is given to developing e-commerce systems, non-public education and health services, credit and services for entertainment, recreation, sports and resorts. The locality also aims to develop a night-time economic model, forming service streets to meet people's needs, gradually turning Luc Nam into a service and trade center of the region.
At the same time, implement solutions to promote industrial development - construction, focus on planning and building industrial clusters; review and evaluate industries with strengths to have appropriate support policies. Create favorable conditions in terms of land, documents, procedures and preferential policies to attract potential businesses and investment projects, especially in the field of specialized agricultural and forestry processing.
Focus on exploiting advantages to develop agriculture, forestry and rural economy in depth and sustainably; apply scientific and technical advances to improve productivity and quality of agricultural products. Pay attention to comprehensive development of cultural and social fields, care for the material and spiritual life of the people; well implement social security policies, poverty reduction, policies for people with meritorious services, ethnic minorities; preserve and promote traditional cultural values.
Comrade Hoang Van Toan, Chairman of Luc Nam Commune People's Committee, said: "To complete the set goals, we are focusing on reviewing and building a commune plan in sync with the province's general plan. Focus on removing obstacles, speeding up the progress of new urban and residential area projects; at the same time, developing diverse and flexible services for production, daily life, social services and public services."
