
Cluster No. 2 comprises 11 wards: Hai Ba Trung, Bach Mai, Vinh Tuy (formerly part of Hai Ba Trung district), Hoang Mai, Vinh Hung, Tuong Mai, Hoang Liet, Yen So, Linh Nam, Dinh Cong (formerly part of Hoang Mai district), and Thanh Liet (formerly part of Thanh Tri district). Hai Ba Trung ward is the cluster leader, and Hoang Mai ward is the deputy cluster leader.
In 2025, the Vietnam Fatherland Front Committees of the wards in the cluster, in coordination with the People's Committees of the wards, mobilized and received donations to the "For the Poor" Fund totaling 7.18 billion VND. From this fund and social contributions, the wards supported the construction of one "Great Solidarity" house worth nearly 87 million VND; and distributed 1,238 gifts worth over 885 million VND to particularly disadvantaged households.

Responding to the call of the Vietnam Fatherland Front Committee of the city, units in the cluster mobilized support for the people of the provinces affected by typhoons No. 10 and No. 11, raising 1.63 billion VND which was directly sent to the city's Relief Fund.
Responding to the call of the Central Committee of the Vietnam Fatherland Front and the city of Hanoi , the wards have mobilized resources to support the people of the Central and Central Highlands provinces affected by floods, with a total amount of 12.9 billion VND as of December 5, 2025...
Propaganda work continues to be innovated as 100% of the Fatherland Front Committees of the wards effectively utilize Fanpages to disseminate policies and guidelines, understand people's sentiments, and combat and refute harmful and toxic information. The wards also conduct pilot independent assessments of the social trust index at the commune level according to the guidelines of the Vietnam Fatherland Front Committee of the city.

During the year, Emulation Cluster No. 2 organized 36 social critique conferences, contributing to the development of socio -economic and national defense and security reports, and draft documents of the local government, with 275 opinions received. Representatives from the wards participated in critiques of many major city policies chaired by the Vietnam Fatherland Front Committee of the city.
Speaking at the conference, the Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, Pham Anh Tuan, emphasized that although the Fatherland Front at the commune level has only been operating for more than 5 months after the merger, the units have made great efforts to complete the assigned tasks.
Regarding future directions, Comrade Pham Anh Tuan suggested that Emulation Cluster No. 2 continue to launch and organize emulation movements effectively, ensuring that emulation is closely linked to the political tasks of each locality. Emulation work must directly serve the tasks of socio-economic development and the requirements of the grassroots level.

At the same time, innovate the content and methods of emulation in implementing social welfare tasks and the "All people unite to build new rural areas and civilized urban areas" movement; improve the effectiveness of social supervision and criticism; select the right issues that people are concerned about and are still worried or frustrated about in order to propose solutions.
Comrade Pham Anh Tuan also suggested that the Fatherland Front at all levels should closely follow the key tasks that the city is focusing on, especially the preparation for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term. In particular, the Fatherland Front needs to organize consultation conferences well, fully implement all steps according to the law; and at the same time, promote its role in disseminating information and mobilizing people to participate in land clearance for key projects of the city.
At the conference, delegates reviewed the emulation titles and forms of commendation for 2025; and also nominated the Head and Deputy Head of Emulation Cluster No. 2 for 2026.
