On December 8, the People's Committee of Ninh Binh province sent Document No. 207/TTr-UBND to the Prime Minister and the Ministry of Construction on the Project to study the possibility of forming Ninh Binh International Airport. The project has a total preliminary investment of 23,216 billion VND, expected to start construction in 2027 and be put into operation from 2029.
According to the proposal, the airport was studied at 5 locations, in which the proposed location is located in Liem Tuyen ward and Binh Luc and Binh My communes. This location has convenient connections as it is about 7 km from Phu Ly city, 21 km from Nam Dinh city, 30 km from Ninh Binh province center; close to major tourist areas such as Tam Chuc pagoda (19 km) and Bai Dinh - Trang An (30 km).

The project has a planned area of about 664 hectares, built according to the scale of a level 4E airport (ICAO) and a level I military airport, including two runways of 3,800 m and 3,200 m long, operating Code E aircraft. The airport's design capacity is expected to reach 5 million passengers/year by 2030 and increase to 10 million passengers/year by 2050.
The total preliminary investment is about VND 23,216 billion, including site clearance costs, implemented under the public-private partnership (PPP) model with the State capital support ratio of about 45.25% and investors mobilizing about 54.75%, the estimated payback period is about 27 years.
Ninh Binh also proposed adding the project to the Master Plan for the development of the national airport system. The establishment of an international airport is expected to open up new economic development momentum, create jobs, increase income for people and effectively exploit the region's tourism potential.
Currently, the Provincial People's Committee is waiting for instructions from the Prime Minister and the Ministry of Construction to implement the next steps.
