On December 8th, the Ninh Binh Provincial People's Committee submitted Proposal No. 207/TTr-UBND to the Prime Minister and the Ministry of Construction regarding the feasibility study for the establishment of Ninh Binh International Airport. The project has a preliminary total investment of VND 23,216 billion, with construction expected to commence in 2027 and operations beginning in 2029.

According to the proposal, the airport was studied at 5 locations, with the proposed location situated in Liem Tuyen ward and Binh Luc and Binh My communes. This location offers convenient connectivity, being approximately 7 km from Phu Ly city, 21 km from Nam Dinh city, and 30 km from the center of Ninh Binh province; it is also close to major tourist areas such as Tam Chuc Pagoda (19 km) and Bai Dinh - Trang An (30 km).

The airport's designed capacity is expected to reach 5 million passengers per year by 2030 (illustrative image).

The project covers a planned area of ​​approximately 664 hectares and is being built to the scale of a Category 4E (ICAO) airport, also serving as a Category I military airport. It includes two runways, 3,800 m and 3,200 m long, capable of handling Code E aircraft. The airport's design capacity is expected to reach 5 million passengers per year by 2030 and increase to 10 million passengers per year by 2050.

The preliminary total investment is approximately VND 23,216 billion, including land clearance costs, implemented under a public-private partnership (PPP) model with the State contributing approximately 45.25% and the investor mobilizing approximately 54.75%, with an estimated payback period of about 27 years.

Ninh Binh also proposed adding the project to the National Airport System Development Master Plan. The establishment of an international airport is expected to open up new economic development momentum, create jobs, increase income for people, and effectively exploit the region's tourism potential.

The Provincial People's Committee is currently awaiting guidance from the Prime Minister and the Ministry of Construction to proceed with the next steps.
