Accordingly, the Director of the Department of Agriculture and Environment is assigned to handle 14 procedures in the following fields: plant protection; agricultural, forestry and fishery quality management; forestry and forest protection. Many procedures with high frequency of occurrence are directly authorized, including: licensing the import of plant protection drugs and fertilizers; issuing and re-issuing practice cards for handling plant quarantine objects; issuing certificates of free circulation (CFS) for exported goods; designating and renewing the designation of food testing facilities; licensing the export and import of forestry plant varieties, etc.

Notably, the Chairman of the Commune People's Committee is authorized for the first time to handle procedures related to the issuance and revocation of food safety certificates for small businesses under the management authority of the commune level. This is considered a strong decentralization step, helping to shorten the appraisal time and support the development of production and business in the locality.
The Provincial People's Committee requires authorized units to proactively allocate resources, organize implementation in accordance with regulations and take responsibility for the results of procedure settlement. At the same time, they must publicize and widely inform organizations and individuals to know and implement.
The decision is effective until February 28, 2027.
Decentralization and delegation are expected to improve service quality and promote administrative reform in the fields of agriculture and environment in the province.
