'Industrial capital' Bac Ninh welcomes billion-dollar wave, attracts second-highest FDI in the country

Investment attraction in Bac Ninh has so far reached about 16.5 billion USD in converted capital, expected to reach over 17.6 billion USD by the end of the year. FDI attraction alone ranks second in the country.

On December 4, the People's Council of Bac Ninh province held a press conference to inform about the 8th session of the 19th Provincial People's Council , term 2021-2026, scheduled to take place on December 9 and 10, to consider and approve nearly 50 draft resolutions in many fields of economy , budget, culture - society, and law.

Double-digit GRDP growth

Permanent Vice Chairwoman of the Bac Ninh Provincial People's Council Tran Thi Hang said that recently the Provincial People's Council has issued many important resolutions related to organizational structure, public investment, social security, helping to remove and resolve difficulties in budget allocation, public investment, etc.

According to Ms. Hang, the province's GRDP growth in 2025 is estimated to reach 10.27%, ranking 5th in the country. With nearly 50 draft resolutions, the People's Council committees of Bac Ninh province work overtime to keep up with the work progress.

These include many contents on supporting agricultural production damaged by natural disasters and pests; supporting bus service users (exemption and reduction of ticket prices); supporting voluntary social insurance and health insurance; policies on changing forest use purposes; deciding on land price lists from January 1, 2026...

Head of the Provincial People's Council's Culture and Social Committee Than Trung Kien said that based on reviewing the resolutions of the two provinces of Bac Ninh and Bac Giang before the merger, the specialized agency advised on a new draft resolution that inherits advantages and makes appropriate adjustments.

Notably, the upcoming session will consider a draft resolution on supporting human resource training in vocational education, university education and international cooperation to serve key industries, semiconductor industry, artificial intelligence, and digital industry in the province, for the 2025-2030 period.

Meanwhile, Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Tien Tai said that GRDP growth in 2026 is assigned at 12.5-13%, higher than in 2025, creating great pressure, but the province will develop specific plans and solutions. The main driving force comes from industry, construction and services.

Ranked 2nd in the country in attracting FDI

According to the summary report of the Provincial People's Council , the total product in the area in 2025 is estimated at more than 522,000 billion VND, GRDP per capita reaches 5,852 USD, higher than the national average. Industrial production is still the "locomotive", contributing more than 85% of the province's growth.

Lychee output reached over 205,000 tons, the highest figure ever. Total import-export turnover is estimated at 182 billion USD, one of the two leading localities in the country.

In particular, Bac Ninh currently ranks second in the country in attracting FDI, with over 16.5 billion USD in converted capital and is expected to exceed 17.6 billion USD by the end of the year. Budget revenue is estimated at over 72,000 billion VND, 27% higher than the estimate.

Besides positive results, the province faced some difficulties such as some enterprises were under great pressure in production and business, the two-level local government model still had problems in the early stages, or storm No. 11 and post-storm circulation caused about 1,480 billion VND in damage to agricultural production.

Looking forward to 2026, Bac Ninh is determined to promote public investment disbursement, strive to complete 100% of the capital plan or accelerate key projects such as Gia Binh International Airport, Ring Roads 4 and 5, Kenh Vang Bridge, Van Ha Bridge...
