" STRAIGHT LINE, CLEAR PATH" ENTERING A NEW ERA
On October 13, the 1st Government Party Congress, term 2025 - 2030, took place successfully.
Attending the congress were General Secretary To Lam; former General Secretary Nong Duc Manh; President Luong Cuong; former President Truong Tan Sang; Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh; former Prime Minister Nguyen Tan Dung; Chairman of the National Assembly Tran Thanh Man ; former Chairmen of the National Assembly Nguyen Sinh Hung and Nguyen Thi Kim Ngan; Standing member of the Secretariat Tran Cam Tu; along with leaders and former leaders of the Party, State, and Vietnam Fatherland Front; leaders of central departments, ministries, branches, and mass organizations; and 453 delegates representing over 209,000 party members of 2,211 grassroots party organizations in the entire Government Party Committee.

Speaking at the congress, looking back at the 2020-2025 term, General Secretary To Lam assessed that we have had to face many difficult, sudden, unexpected, and unprecedented challenges (Covid-19 pandemic, natural disasters, armed conflicts, strategic competition between major countries, changes in trade policies of some major partners...). However, under the leadership of the Party, along with the support of the entire political system, the Government Party Committee, now the Government Party Committee, has demonstrated courage, solidarity, creativity, and determination in direction and administration, made breakthroughs in action, and achieved many bright spots in administration.
Accordingly, the macro economy is stable, with an average GDP growth of about 6.3% per year, among the highest in the region. GDP scale increases from 346 billion USD in 2020 to about 510 billion USD in 2025, bringing Vietnam to 32nd place in the world and 4th in ASEAN; GDP per capita reaches about 5,000 USD, 1.4 times higher than in 2021; inflation is controlled at 4% per year, ensuring major balances of the economy.
The administrative apparatus has been streamlined, the two-level local government model has initially operated more effectively. National defense and security potential has been consolidated and enhanced; foreign affairs and international integration have gone into depth, maintaining a peaceful and stable environment... This is the new foundation and driving force for the Party Committee to enter the new term.
The General Secretary highly appreciated the spirit of openness and frankness in "looking straight at the truth, correctly assessing the truth, and clearly stating the truth" regarding the shortcomings and limitations as stated in the report of the Government Party Committee. In particular, the macro economy still has potential risks, economic restructuring and improving growth quality are still slow; infrastructure is not yet synchronized, especially transportation, urban areas, health care, education, and digital infrastructure. Institutions and laws still have many problems; decentralization, delegation of power and administrative procedure reform are not really strong; the effectiveness of state management in some areas is still limited. The quality of human resources, especially in high-tech industries, has not met the requirements...
In particular, the General Secretary noted that the Government must resolve difficulties and backlogs in remote areas and urban areas such as Hanoi and Ho Chi Minh City. The determination in this term must focus on resolving pressing issues such as traffic congestion, environmental pollution, and flooding in cities, including Hanoi and Ho Chi Minh City. These issues have existed for many years and many terms. On October 14, attending the Ho Chi Minh City Party Congress, the General Secretary said he would also raise this issue.

"Every time there is rain, every rainy season, people are very worried and anxious, not only affecting their lives but also affecting the general socio-economic development of the region and cities," said the General Secretary. Recalling that we have recently faced more than 10 storms, the General Secretary requested the National Steering Committee on Natural Disaster Prevention and Control and agencies to evaluate how effective the prevention work is, what needs to be innovated, and what needs to be done.
In addition, the General Secretary also pointed out the limitations in personnel work, such as the situation where a number of cadres and party members, including committee members, are still limited in quality and capacity, and even violate discipline and the law. Inspection, supervision and corruption prevention work in some places is still formal and lacks uniformity... Therefore, the congress needs to discuss frankly, clearly analyze the causes, have fundamental solutions and improve the effectiveness of the Party Committee and the Government's activities in the coming term, especially the work of directing and organizing the operation of the government apparatus - to be completed as soon as possible so that we have "straight lines and clear paths", now we must "step steadily and firmly" into the new era.
SEIZE THE OPPORTUNITY, TAKE A SHORTCUTS TO GET THE BEGINNING
The General Secretary pointed out that the world situation continues to evolve rapidly, complexly, with many epochal changes; opportunities and challenges intertwine, but the challenges are greater. Our country is in a period of historic transformation with the operation of a two-level local government model... "This is the time for us to seize the opportunity, take shortcuts with Vietnamese intelligence combined with the progressive knowledge of humanity, quickly establish a state of "strategic autonomy", make every effort to achieve and maintain a high and sustainable growth rate, and successfully implement the two 100-year strategic goals", the General Secretary emphasized and said that the responsibility placed on the Party and Government is extremely heavy.

The General Secretary also emphasized three major requirements and five key tasks set for the Party and Government in the coming term. Among them, in terms of personnel work, it is necessary to build a team of "talented, visionary, and dedicated" cadres and civil servants; with strong political will, clear ethics, high responsibility, daring to think, daring to do, daring to take responsibility, daring to face difficulties and challenges. Shift from an administrative mindset to a service mindset; shift from "doing all responsibilities" to "doing things thoroughly". There are mechanisms and policies to motivate and protect cadres who dare to innovate for the common good; not letting state agencies and the Government become a safe haven for the weak and those who are afraid of conflict.
Economically, we must maintain macroeconomic stability, control inflation, and ensure a large balance. The goal for the 2026-2030 period is to strive for double-digit growth and establish a new growth model. Consistently and resolutely implement the viewpoint of considering education and training as the "top national policy"...
PROMOTE GDP GROWTH OF 10% OR MORE
In his opening speech at the congress, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh affirmed that the 1st Government Party Congress is a particularly important political event of the Government Party Committee, a historical milestone in the journey of building an honest, creative, active Government for the country and the people; to meet the general political requirements and tasks and of the "revolution in reorganizing the apparatus".
The 2020-2025 term took place in the context of a rapidly evolving, complex, and unpredictable world and regional situation. However, thanks to the drastic participation of the entire political system, the business community, and the people of the whole country, under the leadership of the Party and the help of international friends, our country has achieved important, comprehensive, and outstanding achievements in all fields "with results each year better than the previous year and this term better than the previous term in most fields".
According to the head of the Government, entering the 2026 - 2030 term, the world situation is forecast to continue to develop in a complex and unpredictable manner, with many potential risks; in general, there are more difficulties and challenges than opportunities and advantages. The Congress put forward the motto of action: "Solidarity, discipline - Democracy, innovation - Breakthrough, development - Close to the people, for the people".
In response to General Secretary To Lam's request to resolve concerns about flooding and traffic jams, Prime Minister Pham Minh Chinh affirmed: "We accept responsibility for the people's pressing issues related to environmental pollution, natural disasters, storms and floods, traffic congestion... and will continue to work with ministries, branches and localities to find breakthrough solutions," the Prime Minister emphasized, adding that in reality, projects and resources have been being developed to carry out these heavy tasks in the coming term.
On the same afternoon, the congress listened to presentations and comments on draft documents to be submitted to the 14th National Congress of the Party.
Closing the congress, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh affirmed that the resolution demonstrates the aspiration and determination to build a clean, strong, united, exemplary Government Party Committee, leading in science and technology, digital innovation, accelerating breakthroughs, developing the country quickly and sustainably in the era of rising to wealth, prosperity and civilization. Firmly pursuing the goal of stabilizing the macro economy, controlling inflation, ensuring major balances of the economy, promoting average GDP growth of 10%/year or more. At the same time, continuing to improve institutions and laws, developing a synchronous, modern infrastructure system and high-quality human resources; strongly promoting industrialization, modernization, restructuring the economy, and establishing a new growth model.
Double-digit growth but macroeconomic stability is required
In the coming term, the economic and monetary situation is forecast to still have many uncertain factors. With the goal of entering a period of acceleration and breakthrough, striving to achieve high economic growth at double digits while still ensuring macroeconomic stability, monetary policy management will be under a lot of pressure, especially when innovation and digital transformation are the main driving forces that have not been able to help increase labor productivity rapidly from the beginning of the term.
To ensure macroeconomic stability throughout, as a basis for rapid and sustainable growth in the coming years, in the initial stage, economic growth must rely on capital resources, so it is necessary to focus on exploiting the space from fiscal policy; improve the efficiency of capital use, develop the capital and bond markets; promote administrative procedure reform, remove bottlenecks in investment and business in a substantial and effective manner, reduce pressure on high credit growth, and reduce potential risks to the banking system. When implementing large and key economic projects, it is necessary to diversify investment resources, have key focuses, calculate and divide investment appropriately to avoid risks to macroeconomic stability.

Continue to improve the organization and staffing
The political system and the 2-level local government model have been operating smoothly and uninterruptedly for the past 3 months, ensuring connectivity and unity. However, there are still unavoidable difficulties because the country's administrative system has existed for 80 years, and now it is undergoing a comprehensive restructuring, so there will certainly be difficulties and problems. The Party and Government consider the focus on improving the quality and efficiency of the apparatus after the reorganization as a key task in the coming period.
In order for the apparatus to be streamlined, operate efficiently, effectively, and effectively, and be able to create development and serve the people better, it is necessary to continue to perfect the system of institutions and policies in all areas to unleash resources. Along with that, it is necessary to continue to perfect the organization and staffing. Regarding the "decisive factor", it is the people, the team of cadres, civil servants, and public employees in the apparatus. We must focus on streamlining, but at the same time, there must be specific measures to restructure according to job positions, improve the quality of the staff to meet the requirements of the state administration and the two-level local government...
