Tan Hoa commune, Tay Ninh province, was established after merging Tan Hoa commune (old) with Suoi Ngo commune.
As a northwestern border commune with a border of nearly 20km with Cambodia, Tan Hoa is gradually stabilizing its apparatus after the merger, promoting the spirit of solidarity, responsibility, and making efforts to reform administration, aiming to build a government close to the people, for the people, and more flexible in handling administrative procedures.
People are satisfied with flexible and dedicated service
After the merger, the People's Committee of Tan Hoa commune focused on implementing many solutions to ensure the two-level government apparatus operates stably and effectively. The commune strengthened leadership and direction for cadres, party members, and civil servants to uphold the sense of responsibility and attitude of serving the people in handling administrative procedures.
Records are processed promptly and in accordance with regulations, without any delays, evasion or shirking of responsibility, especially in sensitive areas such as land, business registration and household registration.
In cases where regulations are unclear, the commune reports to the Provincial People's Committee, specialized departments and branches to seek opinions, ensuring compliance with regulations, avoiding mistakes, and minimizing inconvenience to people.
Mr. Nguyen Thanh Luan (residing in Binh Minh ward, Tay Ninh province), came to Tan Hoa commune to apply for a business license for his relatives, he said: "As soon as I submitted the application, the staff received and guided me enthusiastically. This application was forwarded to the higher level for consideration. I also just went to renew the pink book in Binh Minh ward, and got the result in the morning, very convenient, completely different from the long wait before."
Mr. Truong Duc Cuong (born in 1957, residing in Tan Hoa commune) shared that he bought land with a handwritten document in 2014, and submitted documents for land registration to the district before the merger. The land was not in the planning area or in the forest, and although he submitted the documents a long time ago, he still patiently waited, because he knew that after the merger, there would be a lot of documents for allocation and transfer.

Now he comes to the Tan Hoa Commune Public Administration Service Center and says: "Every time I come back from a business trip, I stop by the commune to ask questions, the staff always answers clearly and explains in detail. Now I hear that my file has been entered into the summary list, entered into the computer, and is about to sign, the staff will notify me, at that point it is done and I am at ease. I find the service here very respectful to the people, especially the elderly, from the staff to the civil servants, not arrogant or difficult."
Two-level government is closer to the people, serving better
According to Mr. Le Hoang Buc, an expert at the Office of the People's Council - People's Committee in charge of the field of Justice - Civil status, after the merger, the commune will arrange staff to be on duty at the Public Administration Service Center to support people as quickly as possible. "When people submit their documents, if any changes are needed, the departments will discuss and give comments on the spot to minimize processing time," said Mr. Buc.
Previously a civil servant of justice and civil status of Suoi Ngo commune, now assigned to be in charge of the profession at Tan Hoa Hop Nhat commune, Mr. Buc shared: “Under the close direction of the Party Committee and People's Committee leaders, we try to arrange and coordinate reasonably to process the files as quickly as possible for the people. If the file meets the conditions, I process it on the same day; for files that need verification, such as marriage in another area, I take the phone number of the people, when the result is available, I call immediately, not waiting for 5 days to return it.”
Although he has to be in charge of many areas, from justice, civil status to propaganda, mediation, and anti-corruption, Mr. Le Hoang Buc always tries his best to achieve the best results, as long as the people are satisfied.
Vice Chairman of the People's Committee Vu Van Minh affirmed the view of the commune leaders that the two-level government is closer to the people. "It's not that we weren't close to the people before, but now we have to make it so that people only need to come to the commune to have their work resolved faster, without having to go far. Commune officials work with the spirit of 'no work until the end of the day', avoiding prolonged backlog of documents, resolving them in a transparent and responsible manner, without shirking responsibility," said Mr. Vu Van Minh.

The current difficulties of the commune are that the infrastructure and IT equipment are still limited; the operating software is not yet connected smoothly; the weak connection makes digitalization difficult. The amount of work arising is increasing, while the assigned staff is 70 people, currently there are nearly 50 people, there is still a shortage of 23 staff, especially the positions of specialized staff in information technology and culture-society. The reason is that there is no appropriate support and incentive policy for staff working in border areas, leading to difficulty in attracting personnel.
To continue improving the quality of service to the people, Tan Hoa commune proposed that the Central Government soon complete the legal corridor on two-level government, avoid overlapping functions and tasks; support investment capital for information technology infrastructure at the commune level, especially the data storage and security system.
In addition, the province needs to organize specialized training courses on digital transformation, information security, and electronic record processing; and dispatch specialized staff to support border communes.
The province also needs to have special policies to attract and create conditions for officials working in difficult areas; the team should provide financial support for the Community Digital Technology Team and the work of digitizing archival documents./.
