Revising and supplementing the mechanism requires truly groundbreaking changes for Da Nang.

Reviewing the Government's submission on the draft Resolution amending and supplementing a number of articles of Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang city, the Chairman of the Economic and Finance Committee, Phan Van Mai, suggested that the amended and supplemented mechanisms and policies need to be truly groundbreaking and outstanding.

Proposing 12 priority project groups to attract strategic investors.

Presenting the Government's submission on the draft Resolution amending and supplementing a number of articles of Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang City, Deputy Prime Minister Bui Thanh Son stated that the objective of the draft Resolution is to further improve the legal basis, ensuring more specific, superior, rigorous, feasible, and effective mechanisms and policies to meet the urgent requirements in attracting strategic investors, mobilizing domestic and foreign resources for investment and development, and meeting the requirements and development orientation of the city after the merger.

At the same time, overcome the difficulties, obstacles, and shortcomings arising in the implementation of Resolution No. 136/2024/QH15 to build and develop Da Nang city into the nucleus of the region, the driving force for development of the South Central Coast and Central Highlands regions, promoting the role of a pillar of growth pole with high spillover effects to localities in the region and the whole country, and possessing high competitiveness in the Asia- Pacific region.

Regarding investment management, the draft Resolution proposes supplementing policies for the Transport-Oriented Development (TOD) model to maximize the economic value of public land and existing infrastructure, and increase urban connectivity. Simultaneously, it opens up new development opportunities following the trend of railway projects worldwide, promoting the development of a modern public transport system to connect, leverage the potential and advantages, and develop the southern region of the city (formerly Quang Nam).

In particular, the draft Resolution proposes regulations on 12 priority project groups to attract strategic investors, expanding the list of projects focusing on key socio-economic development and environmental protection projects such as urban railways, seaports, and airports…

Conduct a thorough and comprehensive review and assessment of the impact of the policies.

Presenting the verification report, Chairman of the Economic and Financial Committee Phan Van Mai stated that the Economic and Financial Committee agrees with the Government's proposal on the necessity of amending and supplementing some articles of Resolution No. 136.

The amendments and additions to several articles of Resolution No. 136 aim to align with the organizational structure and operation of the two-tiered local government, promptly address emerging difficulties and obstacles; leverage potential and strengths, create breakthroughs in development, and make greater contributions to achieving double-digit economic growth targets in the 2026-2030 period as outlined in Conclusion No. 203-KL/TW dated November 4, 2025, of the Politburo; institutionalize the Party and State's guidelines, policies, and laws, especially new and groundbreaking guidelines and policies; and Conclusion No. 79-KL/TW dated May 13, 2024, of the Politburo on continuing to implement Resolution No. 43-NQ/TW dated January 24, 2019, of the Politburo on building and developing Da Nang City until 2030, with a vision to 2045. Notice No. 165-TB/VPTW dated April 8, 2025, from the Central Party Office regarding the conclusions of General Secretary To Lam; and in accordance with the requirements of the National Assembly in Resolution No. 227/2025/QH15.

However, the Economic and Financial Committee recommends that the Government continue to review the content of the draft Resolution to ensure that it correctly implements the opinions of the Standing Committee of the Party Central Committee in Document No. 19194-CV/VPTW mentioned above.

Furthermore, the Economic and Financial Committee noted that the scope of the proposed amendments and additions to the policy is too broad, covering many areas; many regulations differ from current laws and other laws and resolutions currently being considered for amendment by the National Assembly; some policies mentioned in the draft Resolution overlap with provisions of current laws and other laws and resolutions being considered by the National Assembly at the Tenth Session, or contain provisions that fall outside the authority and responsibility of the National Assembly.

Many proposed policies, including amendments and additions, directly impact the state budget (central budget, local budget), land management and use, public assets, and the socio-economic lives of the people and the city, as well as the entire country.

To ensure consistency and feasibility, the Economic and Financial Committee and other agencies of the National Assembly propose that the Government direct a thorough and comprehensive review and assessment of the impact of the proposed amendments and additions, and note the following viewpoints and principles for amending and supplementing the provisions of the draft Resolution: It must ensure compliance with the Constitution; be consistent with international commitments and treaties that Vietnam has signed; and ensure national defense and security, especially given that Da Nang City plays a strategic role in national defense and security for the entire Central region and the whole country.

The revised and supplemented mechanisms and policies need to be focused, targeted, and avoid being scattered; they must be truly groundbreaking and outstanding, exploiting the potential and strengths of the city; promptly address newly arising issues and resolve difficulties and obstacles in practice; ensure unified management by the central government, coupled with strengthening decentralization and enhancing the proactive responsibility of local governments; and minimize negative impacts on the legitimate rights and interests of the people…
