Amending and supplementing mechanisms need to be a real breakthrough for Da Nang.

Proposing 12 priority project groups to attract strategic investors

Presenting the Government's Report on the draft Resolution amending and supplementing a number of articles of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, Deputy Prime Minister Bui Thanh Son said that the goal of the draft Resolution is to continue perfecting the legal basis, ensuring specific, superior, strict, feasible and more effective mechanisms and policies, meeting urgent requirements in attracting strategic investors, mobilizing domestic and foreign resources for development investment, meeting the requirements and development orientation of the City after the merger.

At the same time, overcome difficulties, obstacles and shortcomings arising in the implementation of Resolution No. 136/2024/QH15 to build and develop Da Nang city into the nucleus of the region, the driving force for development of the South Central Coast and Central Highlands, promoting the pivotal role of a growth pole with high spillover to localities in the region and the whole country, with high competitiveness in the Asia - Pacific region.

Regarding investment management, the draft Resolution proposes to supplement policies for urban development models oriented towards public transport development (TOD) to maximize the economic value of public land and existing infrastructure, increasing urban connectivity. At the same time, it opens up new development space following the trend of railway projects in the world, promoting the development of a modern public transport system to connect, promote potential, advantages, and develop the southern region of the city (old Quang Nam).

In particular, the draft Resolution proposes to stipulate 12 priority project groups to attract strategic investors, expanding the project portfolio to focus on key projects for socio-economic development and environmental protection such as urban railways, seaports, airports, etc.

Review and thoroughly evaluate the overall impact of policies

Presenting the Audit Report, Chairman of the Economic and Financial Committee Phan Van Mai said that the Economic and Financial Committee agreed with the Government's proposal on the necessity of amending and supplementing a number of articles of Resolution No. 136.

The amendment and supplementation of a number of articles of Resolution No. 136 aims to align with the organization and operation of the two-level local government, promptly remove arising difficulties and obstacles; promote potentials and strengths, create development breakthroughs, and make greater contributions to the implementation of the double-digit economic growth target in the 2026-2030 period according to Conclusion No. 203-KL/TW dated November 4, 2025 of the Politburo; institutionalize the Party and State's guidelines, policies and laws, especially new breakthrough guidelines and policies; Conclusion No. 79-KL/TW dated May 13, 2024 of the Politburo on continuing to implement Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo on building and developing Da Nang City to 2030, with a vision to 2045; Notice No. 165-TB/VPTW dated April 8, 2025 of the Party Central Office on the Concluding Opinion of General Secretary To Lam; at the same time, in accordance with the request of the National Assembly in Resolution No. 227/2025/QH15.

However, the Economic and Financial Committee requested the Government to continue reviewing the content of the draft Resolution to ensure proper implementation of the opinion of the Standing Secretariat in Official Dispatch No. 19194-CV/VPTW mentioned above.

In addition, the Economic and Financial Committee found that the scope of the proposed policies for amendment and supplementation is spread over many areas; many regulations are different from current laws and Laws and Resolutions being submitted to the National Assembly for consideration and amendment; some policies stated in the draft Resolution overlap with provisions of current laws and Laws and Resolutions being submitted to the National Assembly for consideration at the 10th Session or have provisions that are not within the authority and responsibility of the National Assembly.

Many proposed policies for amendment and supplementation directly impact the state budget (central budget, local budget), land use management and public assets, impact and influence the socio-economic life of the people and the City, as well as the whole country.

To ensure consistency and feasibility, the Economic and Financial Committee and agencies of the National Assembly propose that the Government direct a thorough and comprehensive review and assessment of the impact of the proposed policies for amendment and supplementation, and note a number of viewpoints and principles for amending and supplementing the provisions in the draft Resolution as follows: Must ensure compliance with the provisions of the Constitution; consistent with international commitments and treaties that Vietnam has signed; ensure national defense and security, especially Da Nang city has the role of a strategic location for national defense and security of the entire Central region and the whole country.

The revised and supplemented mechanisms and policies need to be focused, have a focus, and avoid spreading out, must be truly breakthrough, outstanding, exploit the potential and strengths of the City; promptly resolve newly arising issues and remove difficulties and obstacles in practice; ensure unified management of the Central Government, coupled with strengthening decentralization, delegation and enhancing the proactive responsibility of local authorities: limit negative impacts on the legitimate rights and interests of the people...
