On the morning of October 14, the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, officially opened with the participation of 546 delegates representing more than 366,000 party members in the entire party committee.

Speaking at the opening of the congress, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the congress has special significance, marking a historic turning point when Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau provinces, forming the largest urban - industrial - seaport - creative region in the country and the region.

Mr. Quang said that the Ho Chi Minh City Party Congress has two important tasks. The first is to review and comprehensively evaluate the implementation of the congress resolution for the 2020-2025 term, and deeply review the responsibilities of the current Executive Committee.
On that basis, determine the direction, goals, and tasks of Party building and socio-economic development of Ho Chi Minh City in the 2025-2030 period and subsequent terms, in accordance with the characteristics of the 2-level local government model.
The second is to discuss and contribute wholeheartedly, intellectually and responsibly to the documents submitted to the 14th National Party Congress.
The Secretary of the Ho Chi Minh City Party Committee assessed that after nearly 40 years of renovation, the country has achieved great and historic achievements, creating a foundation, potential, position and increasingly high prestige in the international arena. A new era of development is opening - the era of independence, self-reliance, creativity and deep integration.
Contributing to those common achievements, during the 2020 - 2025 term, Ho Chi Minh City and the two provinces of Binh Duong and Ba Ria - Vung Tau have united, strived to overcome challenges, and achieved many important and comprehensive results in all fields.

Regarding the work of Party building and the political system, Ho Chi Minh City focuses on directing the strict implementation of the Central Committee's policies and resolutions, continuing to innovate leadership methods, improving the capacity and fighting strength of grassroots Party organizations, and building a contingent of cadres with sufficient qualities, abilities, and prestige to match the tasks.
The work of arranging and perfecting the organizational apparatus and streamlining the staffing was carried out synchronously, associated with the construction of a 2-level government model suitable to the scale and management characteristics of the city after the merger.
In the socio-economic field, Ho Chi Minh City has completed and exceeded most of the main targets of the term. The average GRDP growth rate reached 6.7%/year, the average GRDP per capita reached 8,224 USD, 1.7 times higher than the whole country, the economic scale accounted for over 23.5% of the country's GDP, contributed more than 1/3 of the total national budget revenue, the number of enterprises accounted for 31% of the whole country.
The economic structure has shifted strongly towards high-tech industry, high-quality services, green economy, and digital economy; labor productivity, competitiveness, and investment environment continue to be significantly improved. The system of transport, urban, energy, and logistics infrastructure has been invested synchronously, creating the premise for regional and international connectivity. State budget revenue has continuously increased, exceeding the estimate by 10% - 15% each year on average.
In the cultural and social fields, social security and welfare policies, care for the meritorious, the poor, workers and laborers are fully and regularly implemented; the material and spiritual life of the people is significantly improved. Education, health care, science and technology, culture and sports continue to develop; the living environment and urban space are cared for and beautified, becoming increasingly modern and civilized.
National defense and security continued to be maintained, political security and social order and safety were ensured, contributing significantly to creating a stable environment for socio-economic development. People's trust in the Party and government was consolidated; the strength of great national unity was strongly promoted.
"Those great results are vivid proof of the mettle, intelligence, solidarity, dynamism and creativity of the Party Committee and people of Ho Chi Minh City, demonstrating the steadfast will and strong aspiration to rise up for the common goal," Secretary Tran Luu Quang acknowledged.

Sharing more about the merger, the Secretary of the Ho Chi Minh City Party Committee believes that from the tradition of the three localities closely linked throughout history, a new development space, a new resource and driving force, a new resonance strength, opening up a period of development with greater stature, scale, position and aspirations has been created.
Mr. Tran Luu Quang assessed that the Ho Chi Minh City Party Congress for the 2025 - 2030 term is not only a particularly important political milestone, but also a strong commitment of the entire Party Committee, government and people of Ho Chi Minh City, joining the footsteps of the whole nation on the path of building and defending the Fatherland.
The leader of the Ho Chi Minh City Party Committee said that besides the outstanding achievements, the process of leadership, direction and organization of the implementation of the Resolution of the Party Congress for the 2020-2025 term still has shortcomings and limitations that need to be promptly overcome.

Mr. Tran Luu Quang suggested that delegates focus on three major contents. First is to discuss frankly, comprehensively recognize the results and achievements that have been achieved, at the same time look straight at the truth, deeply analyze the shortcomings, limitations, and causes, especially in the work of leadership, direction and organization of the implementation of the resolutions of the congress of the last term.
"We are not complacent with the results we have achieved, nor are we satisfied with ourselves, but we must frankly ask ourselves where Ho Chi Minh City stands in relation to development with major regional and international centers? Have the city's potential, advantages, resources, identity and traditions been promoted appropriately? Have the people's living standards, income and happiness really become a measure of development?", Mr. Quang raised a series of issues.
In addition, the Secretary of the Ho Chi Minh City Party Committee asked delegates to contribute their enthusiasm, intelligence, and responsibility to key development topics of Ho Chi Minh City, and at the same time, to give in-depth comments on the draft documents to be submitted to the 14th National Party Congress.
Regarding personnel work, Mr. Quang affirmed that Ho Chi Minh City has carefully prepared, following the correct procedures, the personnel steps for the Ho Chi Minh City Party Executive Committee for the 2025-2030 term and the delegation attending the 14th National Party Congress, ensuring standards, structure, quantity and quality, meeting the requirements of development tasks in the new period.
At the congress, the organizing committee will announce the decision of the Politburo and the Secretariat on the appointment of the Party Executive Committee, the Standing Committee, the Secretary, the Deputy Secretaries, the Inspection Committee and the Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee for the 2025-2030 term.
