Strictly control the work of budgeting, allocation, management and use of state budget and public assets. Focus on reviewing, synthesizing, classifying, developing plans and resolutely removing obstacles for long-standing backlog projects. Promote modernization of tax management, resolutely handle tax arrears. Focus on perfecting the legal framework; implement solutions to promote recovery of the corporate bond market; national credit rating is maintained at a positive level.

Continue to promote the restructuring of state-owned enterprises. Actively and effectively deploy fiscal and monetary mechanisms, policies and solutions to support the Socio- Economic Recovery and Development Program; institutionalize a number of appropriate specific mechanisms and policies.

Synchronously deploy many solutions to strengthen gold market management

In the banking sector, the Government and the Prime Minister have focused on directing and operating monetary policy proactively, flexibly, promptly and effectively; closely and synchronously coordinating with a reasonable, focused and key expansionary fiscal policy to contribute to stabilizing the macro-economy, controlling inflation, promoting growth, and ensuring major balances of the economy.

Continue to review, amend and perfect the legal framework for banking activities, ensuring strictness, efficiency and risk reduction; carry out compulsory transfers for 3 compulsory purchasing banks and Dong A Bank. By the end of October 2025, the bad debt ratio on the balance sheet will be controlled at 1.64%. Credit growth of the whole system will be improved, ensuring to meet the credit capital needs of the economy. Digital transformation in the banking industry and non-cash payments will achieve many positive results. Synchronously deploy solutions to strengthen gold market management.

Striving to build over 3,000km of highway by the end of 2025

In the construction and transportation sectors, the Government has issued five Decrees implementing the 2023 Housing Law and the 2023 Real Estate Business Law. Promoted enterprises to invest in science and technology, expanded the activities of the Enterprise Science and Technology Development Fund, created a legal corridor for enterprises to promote cooperation and association with domestic and foreign science and technology organizations. Directed the implementation of the assessment of local innovation index to promote socio-economic development based on science, technology and innovation.

In the field of education and training, the Government and the Prime Minister have focused on directing the development and submission to the Politburo for promulgation of Resolution No. 71-NQ/TW on breakthroughs in education and training development to create a breakthrough in development and improve the quality of education and training. In the health sector, the Government has submitted to the National Assembly Resolution No. 30/2021/QH15 with strong decisions and many unique and unprecedented mechanisms and policies, creating an important legal basis to mobilize resources and implement Covid-19 prevention and control, contributing significantly to preventing, repelling and effectively controlling the epidemic and creating conditions for socio-economic recovery and development.

Develop and submit for promulgation 03 Conclusions of the Politburo and the Secretariat on population work, development of traditional medicine, prevention and control of Covid-19 pandemic and 3 Directives of the Secretariat on ensuring food security and safety; consolidate, improve and enhance the quality of grassroots healthcare in the new situation and universal health insurance in the new period, especially submit to the Politburo for promulgation Resolution 72 on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health.

The tasks assigned by the National Assembly have been seriously implemented by the Government, achieving many positive results, contributing to stabilizing the situation, ensuring care, protection and improvement of people's health.

Over 90% of violating content on social media platforms is removed

In the field of culture, sports and tourism, the Government has submitted to the National Assembly for approval the Law on Cultural Heritage (amended) and the Resolution approving the investment policy of the National Target Program for Cultural Development for the period 2025-2035. Approved the Strategy for Physical Training and Sports Development, and the Plan for the Network of Cultural and Sports Facilities to 2030. At the same time, focusing resources on preserving cultural heritage, building grassroots cultural life, focusing on preserving ethnic minority culture, promoting the development of cultural industry and entertainment industry.

Sports and high-performance sports achieved impressive results. Vietnam tourism recovered and made a breakthrough with impressive growth indicators; in the first 10 months of 2025 alone, it welcomed nearly 17.2 million international visitors and achieved revenue of 858 trillion VND.

Strictly control content on digital and online platforms with over 90% of violating content on social media platforms (Facebook, YouTube, TikTok) being handled and removed. The Government and the Prime Minister are directing the focus on developing and submitting to the Politburo for promulgation a Resolution on the revival and development of Vietnamese culture.

Civil servant payroll reduced by over 5% in the 2022-2026 period

In the field of internal affairs, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the Government and the Prime Minister have directed drastic and effective implementation, basically meeting requirements and are continuing to focus on implementation, including focusing on perfecting the legal system, establishing a solid legal basis to continue innovating the organization and operation of the Government and local authorities.

The implementation of the organizational arrangement of central ministries and branches has achieved many positive results, perfecting the organizational model of multi-sectoral and multi-field management ministries. Implementing the organization arrangement of specialized agencies at the local level, ensuring similarity with the arrangement of ministries and branches at the central level; issuing documents regulating decentralization, delegation of power, and assignment of authority, and providing guidance for the two-level local government to soon operate stably and uniformly, meeting the requirements of the people and society.

Streamlining the payroll has achieved positive results. In the 2022-2026 period, the number of civil servants will be reduced by over 5%, and the number of public employees receiving salaries from the budget will be reduced by over 15%. Up to now, 146,800 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus and administrative units at all levels.

Issue many policies to support ethnic minority areas

Regarding ethnic affairs and national target programs, the Government and the Prime Minister have directed ministries, branches and localities to focus on implementing 12 groups of tasks and specific solutions, including amending and promulgating many policies to support ethnic minority areas in terms of residential land, production land, social security and adjusting the demarcation of particularly difficult areas and communes and villages in accordance with reality.

Amend, supplement or issue new regulations, mechanisms and policies on missing or inappropriate content, especially regulations on decentralization, delegation, authorization, simplification of administrative procedures, investment and use of capital sources with focus, key points, not spread out or prolonged, to promptly remove difficulties and obstacles, and effectively implement national target programs.

To concentrate resources with focus and key points, avoiding duplication, dispersion, and inefficiency, the Government has directed to focus on reviewing and submitting to the National Assembly for approval the investment policy of the National Target Program for the period 2026-2035 on the basis of integrating 3 National Target Programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.
