Ho Chi Minh City Party Congress: Opening a period of development with great stature, scale, position and aspirations

The 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, opened a new era, merging with Binh Duong and Ba Ria-Vung Tau, building a center for sustainable development.

On the morning of October 13, the 1st Congress of Ho Chi Minh City Party Committee, term 2025-2030, officially opened, with the participation of 546 delegates representing more than 366,000 party members in the entire City Party Committee.

Attending the Congress were General Secretary To Lam and Politburo members, former Politburo members: Former General Secretary Nong Duc Manh; President Luong Cuong; former Presidents Nguyen Minh Triet and Truong Tan Sang; Prime Minister Pham Minh Chinh; former Prime Minister Nguyen Tan Dung; National Assembly Chairman Tran Thanh Man; former National Assembly Chairmen Nguyen Van An and Nguyen Thi Kim Ngan; Standing member of the Secretariat Tran Cam Tu; former Standing members of the Secretariat Phan Dien and Le Hong Anh; Politburo members, Party Central Committee Secretaries, Party Central Committee members, along with leaders and former leaders of the Party, State and Vietnam Fatherland Front; veteran revolutionaries, heroic Vietnamese mothers...

In his opening speech, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the Congress has special significance, marking a historic turning point when Ho Chi Minh City merged with the former Binh Duong and Ba Ria-Vung Tau provinces, forming the largest urban-industrial-seaport region in the country, with a worthy position in the region.

This is a strategic decision of the Party and State, demonstrating a long-term vision, with the desire to build a new driving force center of the whole country, a historic step opening a new era of development, for Ho Chi Minh City to integrate into a new development space, towards the goal of happiness of the people, for the whole country, with the whole country, Ho Chi Minh City develops rapidly, sustainably, integrated, modern, and humanely.

According to Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang, in the 2020-2025 term, despite facing many unprecedented difficulties and challenges, especially the serious impact of the COVID-19 pandemic, complicated fluctuations of the world economy and natural disasters, climate change, the Party Committee, government and people of Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau have united and made efforts to overcome challenges, achieving many important and comprehensive results in all fields.

Regarding the work of Party building and the political system, the City focuses on directing the strict implementation of the Central Committee's policies and resolutions, continuing to innovate leadership methods, improving the capacity and fighting strength of grassroots Party organizations, and building a contingent of cadres with sufficient qualities, abilities, and prestige to match the tasks.

In the socio-economic field, the City has completed and exceeded most of the main targets of the term. The average GRDP growth rate reached 6.7%/year, the average GRDP per capita reached 8,224 USD, 1.7 times higher than the whole country, the economic scale accounted for over 23.5% of the country's GDP, contributed more than 1/3 of the total national budget revenue, the number of enterprises accounted for 31% of the whole country.

In the socio-cultural field, social security and welfare policies, care for the meritorious, the poor, workers and laborers are fully and regularly implemented; the material and spiritual life of the people is clearly improved.

The Secretary of the Ho Chi Minh City Party Committee said that when implementing the revolution of streamlining the organization, rearranging administrative units, ensuring effective and efficient operations and operating the two-level local government model, from the tradition of three localities closely linked throughout history, now creating a new development space, a new resource and driving force, a new resonance strength, opening up a period of development with greater stature, scale, position and aspirations.

“The City Party Congress, term 2025-2030 is not only a particularly important political milestone, but also a strong commitment of the entire Party Committee, government and people of the City, joining the progress of the whole country and the whole nation on the path of building and defending the Fatherland,” said Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang.

Thoroughly grasping and creatively applying the General Secretary's guiding ideology and viewpoints and the documents submitted to the 14th Party Congress, based on the special position of the City, the 1st City Party Congress sets out the orientation for building and developing the City in the next 5 years with the overarching goal: building a clean and strong City Party Committee and political system; continuing to perfect the organizational model of the political system; promoting the tradition of solidarity, dynamism, humanity, creativity, daring to think, daring to do, pioneering for the whole country, entering a new era of development with the whole country; mobilizing all resources, effectively exploiting potentials, advantages, strategic positions and effective development of science and technology, innovation, digital transformation to promote rapid and sustainable socio-economic development.

Towards the 100th anniversary of the Party's founding, the City strives to become a civilized, modern urban area, a center of innovation and integration leading the country's industrialization and modernization, with a prominent position in Southeast Asia, belonging to the high-income group.

With a vision to the 100th anniversary of the country's founding, Ho Chi Minh City is among the top 100 cities in the world, worthy of being an international megacity of Southeast Asia, an economic, financial, tourism, service, educational, and medical center of Asia, an attractive global destination, with distinctive and sustainable economic, cultural, and social development, high quality of life, and deep international integration.

The 1st Congress of the City Party Committee for the 2025-2030 term will take place from October 13-15. The Congress will comprehensively review and evaluate the implementation of the Resolution of the Congress for the 2020-2025 term, on that basis, determine the directions, goals and tasks of Party building and socio-economic development of the City for the 2025-2030 period and the following terms, in accordance with the characteristics of the two-level local government model. The Congress will also discuss and contribute opinions to the documents submitted to the 14th National Party Congress./.
