According to Decision No. 569/QD-TTg dated May 11, 2022 of the Prime Minister, the Ministry of Science and Technology is assigned to preside over the organization of a preliminary review of the implementation of the Strategy nationwide by the end of 2025. The preliminary review report for the 2022-2025 period shows that most of the key indicators have a positive increasing trend.
Specifically, the contribution of total factor productivity (TFP) to economic growth in 2025 is estimated at 56-59%, exceeding the strategic target by over 50%. The proportion of high-tech industrial products in the processing and manufacturing sectors will reach 41.45% in 2022, and is likely to reach 45% by 2030. Science, technology and innovation contribute to the human development index (HDI) remaining above 0.7, achieving the strategic target; the global innovation index (GII) has continuously improved, from 48th (in 2022) to 44th (in 2024), approaching the group of 40 leading countries in the world.
The social contribution to research and development (R&D) activities will reach 64% in 2022 and 58.06% in 2023 (for the business sector alone), approaching the target of 65-70%. The number of regionally and globally ranked S&T organizations will increase rapidly, estimated at 53 units in 2025, exceeding the target of 40-50 units in 2030.
The innovative business community is also thriving. The number of science and technology enterprises increased from 538 (in 2020) to an estimated 1,000 enterprises in 2025, nearly doubling after 5 years. The number of innovative startups reached 4,500 in 2025, an increase of 1.5 times compared to 2021, while the rate of enterprises with innovative activities reached 38.8% in 2023, approaching the target of 40% in 2030.

Indicators for international publications, patents and plant variety protection all grew strongly, reaching or exceeding strategic targets. Vietnam’s national quality infrastructure (NQI) also improved, ranking 42nd out of 185 world economies in 2024, approaching the target of being in the top 50 countries by 2030.
The above results show that many major goals in the Strategy for Science, Technology and Innovation Development to 2030 have been achieved or exceeded schedule, contributing to affirming the role of science, technology and innovation in the country's socio-economic development./.
