
The Ministry of Science and Technology has issued new regulations on decentralization of authority to grant, extend, re-grant, amend, supplement, revoke telecommunications licenses and request termination of telecommunications service provision activities.
The Circular is issued to implement the provisions of Clause 4, Article 33 of the Law on Telecommunications and to specify the decentralization content stated in Decree No. 133/2025/ND-CP dated June 12, 2025 of the Government on decentralization and delegation in the field of state management of the Ministry of Science and Technology.
According to the Circular, the Minister of Science and Technology delegates to the Department of Telecommunications the authority to grant, extend, re-grant, amend, supplement and revoke telecommunications licenses, including:
License to provide telecommunications services without network infrastructure, except for the case specified in Clause 1, Article 4 of Decree 133/2025/ND-CP;
License to provide telecommunications services with network infrastructure of the type of public telecommunications network that does not use radio frequency bands, except for the case specified in Clause 2, Article 4 of Decree 133/2025/ND-CP;
License for testing telecommunications networks and services;
License to establish a private telecommunications network.

In addition, the Department of Telecommunications is authorized to request an enterprise to terminate the provision of telecommunications services in cases where the enterprise has been granted a certificate of registration or has received a notice of service provision from the Department.
This decentralization is expected to increase initiative, shorten the time to handle administrative procedures, and help improve the efficiency of state management in the telecommunications sector.
Circular No. 13/2025/TT-BKHCN takes effect from September 1, 2025.
