Digital Infrastructure – the Foundation of the Modern Financial Center
According to the Ministry of Science and Technology , digital infrastructure is an important pillar of a modern international financial center, including four main components: Telecommunications infrastructure - Internet, data infrastructure, physical - digital infrastructure and digital utility infrastructure with digital technologies in the form of services.
The plan aims to develop Vietnam's digital infrastructure to a level equivalent to that of the world's top 30 countries, with the characteristics of "super large - super wide - universal - sustainable - green - smart - safe".
The digital infrastructure for the International Financial Center (IFC) will be built on the principles of "modernity, synchronization, security, safety, efficiency and waste avoidance", while closely linked with essential infrastructure such as transportation, energy, logistics, lighting and urban underground works.
Development goals in Ho Chi Minh City and Da Nang
According to the plan, telecommunications infrastructure and digital infrastructure will be deployed synchronously with the construction of the International Financial Center in Ho Chi Minh City and Da Nang City, with specific goals:
5G coverage of the entire TTTCQT area, ready to test 6G mobile network when needed.
100% of organizations and users in the international telecommunications area have access to fixed broadband network with speeds over 1Gb/s, with backup lines to ensure service security.
Deploy at least one new international submarine cable line, with a landing station in Ho Chi Minh City or Da Nang.
Build a new green data center, achieving a power efficiency index (PUE) below 1.4, supporting artificial intelligence (AI) and high performance computing (HPC) applications.
Developing Internet of Things (IoT) infrastructure and investing in blockchain networks in Da Nang to test digital asset products.
Forming digital technology platforms such as services (AI, big data, blockchain, cybersecurity, etc.) – acting as soft infrastructure for international financial activities.
6 key task groups and solutions
The plan identifies six key task groups, emphasizing:
Build mechanisms and policies to attract strategic digital technology enterprises to participate in developing telecommunications and digital infrastructure.
Ensure spatial planning and technical infrastructure for digital infrastructure in international IT planning areas.
Support businesses in investing and upgrading infrastructure systems, and synchronously coordinate between the energy, transportation, lighting and underground infrastructure sectors.
Developing data centers and cloud computing infrastructure that meet international standards, are safe and environmentally friendly.
Integrate IoT sensors into traditional infrastructure such as transportation, energy, and logistics to form a smart infrastructure ecosystem.
Building a safe, highly secure digital platform that meets the requirements of an international financial center.

Establishment of the Implementation Working Group
The Ministry of Science and Technology will establish a specialized working group, with the participation of the Executive Agency, the International Trade Information Technology Supervision Agency and representatives of the Department of Science and Technology of Ho Chi Minh City and Da Nang City to monitor and promote the progress of the plan implementation.
The TTTCQT management agency is responsible for determining the need for digital infrastructure in each phase; units assigned specific tasks must develop detailed plans to ensure quality, efficiency and progress.
The Ministry of Science and Technology also requires relevant units and enterprises to periodically report monthly on the implementation status for synthesis and reporting to the Government.
Decision 3004/QD-BKHCN is considered an important step, laying the foundation for building a modern, green and safe digital infrastructure, contributing to making Vietnam a destination for international financial capital flows in the digital age.
