On October 13, at the National Convention Center (Hanoi), the 1st Congress of the Government Party Committee for the 2025-2030 term officially opened. This is the first Congress of the Government Party Committee under the new organizational model, taking place in the context of the entire Party, people and army striving and determined to successfully complete the socio-economic development goals for 2025 and the 5-year period of 2021-2025; competing to achieve achievements to welcome the 14th National Congress of the Party.
Held over two days, October 12-13, the Congress has the theme "Building a clean and strong Government Party organization; solidarity, exemplary leadership in science , technology, innovation, digital transformation (S&T, ST&CD); accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, becoming rich, strong, civilized, prosperous, and happy". The motto of the Congress is: "Solidarity, discipline - Democracy, innovation - Breakthrough development - Close to the people, for the people".
At the Congress, comrade Nguyen Manh Hung, member of the Party Central Committee, member of the Government Party Executive Committee, Party Secretary, Minister of Science and Technology, presented a speech with the content: "The Party's leadership role in promoting the development of science, technology, innovation and digital transformation for a strong and prosperous Vietnam".

The Minister emphasized that agriculture has helped Vietnam escape poverty, and industry has helped Vietnam become a middle-income country. To become a developed country with high income, we must rely on science and technology.
No country has overcome the middle-income trap without shifting to growth based on science and technology. Vietnam's science and technology go hand in hand with innovation and are placed in the context of digital transformation. In which, science and technology provide knowledge; innovation transforms knowledge into serving life; digital transformation amplifies knowledge. This is a very unique approach of Vietnam.
Regarding the institutions for science, technology, innovation and digital transformation, Vietnam has become as open, creative and modern as the world. Some mechanisms and policies are breakthrough and outstanding. Resolution 57 is a change in thinking and vision, a declaration on shifting the development stage to relying on science and technology. To institutionalize Resolution 57, 10 laws in the field of science and technology have been and will be issued this year.

Science, technology, innovation and digital transformation must contribute at least 5% of the country's GDP growth.
The Minister said that in the past 5 years of the term, we have achieved a number of great achievements in science, technology, innovation and digital transformation, with significant changes in international rankings, laying the foundations in institutions and infrastructure, and having important initial results that create confidence, which will be transformed into economic growth in the next 5 years.
The State will spend 3-4% of the budget, equivalent to 3-4 billion USD per year, activating total social spending of 10-15 billion USD, so that science, technology, innovation and digital transformation contribute at least 5% to the country's GDP growth. Of which, science, technology, innovation 2-3% and digital transformation 1-2%.
The Ministry of Science and Technology will be responsible for calculating the efficiency of science and technology expenditure and using this efficiency as a criterion for allocating science and technology budgets to ministries, localities, science and technology organizations and enterprises.
Science and technology will focus on mastering 11 strategic technology groups, thereby forming Vietnam's strategic industries. "Today, not mastering technology will mean not being able to maintain national sovereignty," the Minister emphasized.
Along with that, innovation will focus on technological innovation of enterprises and creativity of all people. Building a creative startup nation. Making innovation a way of life for all people and organizations. Building a culture of innovation, encouraging discovery and tolerating failure.
Digital transformation will focus on building a comprehensive digital nation, including digital government, digital economy, digital society, with digital citizens at the center.
Strategic shifts of the Ministry of Science and Technology
Minister Nguyen Manh Hung also pointed out the strategic shifts in the next term of science and technology, which are:
From management to motivation; from resource allocation to resource mobilization; from administrative control to innovation, leadership and market creation. From checking invoices and documents to research results. From input management to output management. Organizations that commercialize research results will be granted more budget and vice versa.
Along with that is the transfer of basic research to universities, the transfer of technology research to businesses. Shift from scattered research to focusing on strategic and core technologies. From digital transformation to AI transformation. From digitizing administrative processes to operating the country with data and digital platforms. Shift from investing in technology infrastructure to investing in data and analytical capabilities.
On that basis, the Ministry of Science and Technology makes three proposals:
Firstly, the output of basic research is articles, but applied research is products. Therefore, the State needs to have a very strong policy to support the output of strategic products, through government procurement and 10-20% of science and technology funds.
Second, there is a mechanism of state support vouchers for enterprises to innovate technology. Type one is for enterprises to hire research organizations to improve processes and products. Type two is for enterprises to buy and test new domestic technology.
Third, in the information technology era, each commune and each province had its own software. In the digital transformation era, there is a common digital platform for the whole country. It is recommended that the Government have a mechanism to assign and order businesses to build common digital platforms.
5-year breakthrough momentum: Economic growth over 10%
According to Minister Nguyen Manh Hung, the next 5 years are 5 years to transform institutions, mechanisms, policies, and potentials into economic growth of over 10%, into strategic autonomy. In which, the trio of science, technology, innovation and digital transformation are the central driving force of development, the main driving force of growth, the key driving force to improve productivity, quality and competitiveness of the economy.
At the same time, the Minister also noted that science, technology, innovation and digital transformation are not only the work of a Ministry, not only the career of a sector, but also the common career of the whole country and the whole nation. The Minister emphasized, "True strength only comes when we connect everyone together, go together for a long time. One innovator has an idea, one hundred million innovators have a whole future."
