The first Congress of the Government Party Committee, term 2025-2030, has the theme "Building a clean, strong, united, exemplary, innovative, breakthrough-accelerating Government Party Committee, developing the country quickly and sustainably in the era of rising to wealth, civilization, prosperity and happiness". The motto of the Congress is: "Solidarity, discipline-democracy, innovation-breakthrough, development-close to the people, for the people".

Attending the Congress were 453 official delegates (including 60 ex-officio delegates, 157 officially appointed delegates and 236 elected delegates), representing more than 209,000 party members from 2,211 grassroots party organizations in the entire Government Party Committee.
