
Implementing Resolution 57-NQ/TW and the requirements of the Steering Committee for Digital Transformation in Party agencies, the offices of provincial and municipal Party Committees have actively and proactively advised Party committees to develop and promulgate a system of leadership documents, directing the implementation of the Project on applying information technology and digital transformation in Party agencies, the Fatherland Front and socio- political organizations for the period 2021-2025, with a vision to 2030.
Localities have issued synchronous regulations, rules, and procedures on management, operation, and exploitation of network systems; organizing the sending, receiving, and processing of electronic documents in conjunction with ensuring information safety and security. Information technology infrastructure has been invested in and upgraded synchronously; data integration centers of provincial and municipal Party Committees have been built, equipped with servers, network equipment, security equipment, and modern storage equipment, operating stably, safely, and effectively, ensuring compliance with regulations, standards, and instructions of the Central Party Office.
Up to now, 100% of provincial and municipal Party Committees have deployed operational management systems and online meeting rooms to the commune level; put into operation software to digitize records, party member database 3.0, digital signature systems and other shared applications. Provincial and municipal Party Committee offices have stably managed and operated the Data Integration Center and information systems, shared software, sent, received and processed electronic documents; applied digital signatures; built and updated the database to manage records of cadres, civil servants, party members and Party documents on the Party's wide-area information network.
In Tuyen Quang , the Provincial Party Committee Office has advised the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee to concretize and promptly deploy the Central Government's directive documents on digital transformation in Party agencies, including Party archives, especially documents on document work, archiving and managing documents and databases in the process of reorganizing the apparatus of the political system. The Office has advised the issuance of Directive No. 01-CT/TU dated September 19, 2025 of the Provincial Party Committee Standing Committee on strengthening leadership and direction of archives of Party agencies, organizations, the Fatherland Front Committee and socio-political organizations in the province.
The drastic and synchronous implementation has contributed to creating a fundamental change in the awareness of cadres, party members, and heads of agencies and units about digitizing archival documents. The creation of records, submission of records and documents to agency archives, and editing and digitizing archival documents have been increasingly implemented in a disciplined, strict, and methodical manner, especially after agencies, units, and localities have completed the arrangement of their organizational apparatus according to regulations. The application of science , technology, and digital transformation in archival work has been gradually deployed; contributing to effectively serving the leadership and direction of Party committees at all levels.
However, when implementing the organization arrangement, some limitations and shortcomings in the archival work were revealed; the volume of backlogged documents was still large, and there was not enough time to complete the editing before merging, consolidating, and ending operations. The creation of files and submission of files and documents to the agency archives was still limited; the collection, editing, and digitization of archives at the commune level (before merging, consolidating) and the district level (after ending operations) were not thoroughly implemented... The arrangement of cadres, civil servants, facilities, and equipment for archival work in many party organizations, agencies, and units did not meet the requirements.
Continuing to closely follow the directives of the Secretariat and the instructions of the Central Party Office on document work, archiving and managing documents and databases in the process of reorganizing the apparatus of the political system, in the coming time, the Office of the Tuyen Quang Provincial Party Committee will focus on advising and guiding the handling of the remaining files and documents of the Party Committees of communes, wards and towns (before merger and consolidation) and the District Party Committees and City Party Committees (which have ended their operations).
Regarding the work of creating and submitting records and documents to the current archives and performing editing and digitization of documents formed from July 1, 2025, the Provincial Party Committee requires heads of Party committees, Party organizations, agencies and units to thoroughly understand and clearly define the responsibilities of each cadre, civil servant and public employee in creating work records, submitting records and documents to the agency archives and performing editing and digitizing documents according to regulations.
