Accordingly, the Provincial People's Committee assigned the Provincial Land Fund Development Center, specifically the branches in Xuan Loc, Cam My, Long Khanh and Thong Nhat, to take charge of and organize the implementation of compensation and site clearance for the project. These branches were required to urgently measure and create land acquisition maps, as a basis for implementing the next steps.

The Department of Agriculture and Environment is assigned to direct the Land Registration Office to inspect and establish a land acquisition map to serve the purpose of land acquisition notification, inventory and compensation plan development. At the same time, the Department is responsible for advising the Provincial People's Committee on a written commitment to the Ministry of Construction on the handover of the site in November 2025, ensuring the progress of capital disbursement and requesting the Ministry to continue to allow the implementation of additional construction items. This work must be completed before October 15, 2025.
The People's Committees of Xuan Hoa, Xuan Loc, Xuan Dinh and Hang Gon communes are required to coordinate with the Provincial Land Fund Development Center and the above branches to immediately implement compensation and site clearance work, as there are currently no problems with planning and land use plans. Localities must update the project scope, make adjustments and supplements to the planning, and at the same time mobilize people and organizations with affected land to agree on compensation, support and resettlement plans.
The Provincial People's Committee also requested localities to promptly establish a Compensation Council (if necessary), determine appropriate compensation land prices, quickly establish, appraise and approve compensation, support and resettlement plans to hand over the site to the Thang Long Project Management Board in November 2025, in accordance with the construction progress commitment.
The document clearly stated that the Thang Long Project Management Board must closely coordinate with the Provincial Land Fund Development Center and localities to receive the site and implement the construction. The Department of Home Affairs is assigned to preside over and coordinate with the Department of Agriculture and Environment and the Provincial Land Fund Development Center to advise on handling the responsibilities of relevant units, groups and individuals if the progress is delayed.
