Bac Ninh implements plan to plant scattered trees in the period 2026

Accordingly, the Plan's objective is to continue to effectively implement the policy on supporting scattered tree planting according to Decree No. 58/ND-CP dated May 24, 2024 of the Government on a number of investment policies in forestry for the period 2026 - 2030, contributing to creating landscapes, protecting the environment, and providing wood, firewood and tourism services.

Actively implement scattered tree planting.

Specifically, in the period of 2026 - 2030, the whole province strives to plant 10 thousand hectares, equivalent to 10 million scattered trees of all kinds, in 77 communes and wards of the province. Of which, in 2026, there will be 2,140 thousand trees; in 2027, there will be 1,972 thousand trees; in 2028, there will be 1,964 thousand trees; in 2029, there will be 1,980 thousand trees; in 2030, there will be 1,944 thousand trees.

The subjects participating in the planting of scattered trees are organizations, households, individuals, and residential communities. Encourage planting of scattered trees with economic value to improve income, develop livelihoods for people, contribute to the development of new rural areas and local economy; increase protection capacity, prevent erosion, landslides, regulate climate, thereby minimizing damage caused by natural disasters and effectively adapt to the impact of climate change. Organizations, households, individuals, and residential communities enjoy all products exploited from supported scattered trees.

Locations for scattered tree planting include: flower gardens, playgrounds, traffic corridors, river banks, canals, ditches, dikes, field banks, fences, within the premises of agencies, schools, hospitals, factories, enterprises, industrial parks, export processing zones, religious buildings, bus stations, wharves, markets, farms, family gardens, land areas with an area of over 0.3 hectares in forestry planning or concentrated planting areas outside forestry planning and other public works.

The state budget supports 15 million VND/ha for planting scattered trees. Of which, the provincial budget supports 93% of the cost for organizations, households, individuals, and communities to buy seedlings, fertilizers, and part of the labor costs for planting and caring; supports 7% of the cost for activities of implementing plans, checking, and accepting the implementation of scattered tree planting.

Vice Chairman of the Provincial People's Committee Le Xuan Loi assigned the Department of Agriculture and Environment to coordinate with the Department of Finance to advise the Provincial People's Committee to allocate funds for scattered tree planting to the People's Committees of communes, wards and units for implementation.

Provide technical guidance on planting, caring for, and protecting scattered plants and procedures for organizing and implementing scattered plant planting for localities in accordance with current regulations.

Assign targets and plans for planting scattered trees for the entire period and each specific year to each commune-level People's Committee, as a basis for implementation. Organizations supporting scattered tree planting must ensure practicality, efficiency, and timeliness; tree species must be selected to suit the land, soil, weather, and climate conditions of each region, bringing economic efficiency.

After planting, care and protection must be taken care of and the responsibility of tree management and care must be assigned to each agency, unit, organization and individual to ensure the trees grow and develop well.
