This Circular regulates the organization and assurance of communication to serve the direction and operation of natural disaster prevention and control of the Government , the National Civil Defense Steering Committee to the Civil Defense Command Committees of ministries, ministerial-level agencies, provinces and centrally run cities.
The Circular applies to agencies, organizations, enterprises providing postal and telecommunications services, and individuals directly involved in organizing and ensuring communication to serve the direction and operation of natural disaster prevention and control nationwide.
Private telecommunications network for command and operation
According to the Circular, the private telecommunications network serving the direction and operation of natural disaster prevention and control is a telecommunications network invested in and established by the State at the Central Post Office and the Vietnam Posts and Telecommunications Group to serve the Government, the National Civil Defense Steering Committee, the Civil Defense Command Committees of centrally-affiliated provinces/cities in organizing and ensuring communication serving the direction and operation of natural disaster prevention and control; The network includes: (i) Fixed satellite telecommunications system; (ii) Mobile satellite telecommunications system; (iii) Radio telecommunications system; (iv) Conference television system; (v) Specialized vehicles serving information.
Organizing communication under normal conditions and before natural disasters
The Circular specifically stipulates methods of organizing communication under normal conditions and before natural disasters, including:
Communication from the Government headquarters, the National Civil Defense Steering Committee to the Civil Defense Command Committees of Ministries, ministerial-level agencies, provinces and centrally-run cities is mainly ensured by using services of the public fixed and mobile telecommunications networks (telephone, Internet, conference video, etc.), postal networks serving Party and State agencies and public postal networks.
Communication when moving outside the above-mentioned headquarters is ensured mainly by using public telecommunications network services including terrestrial mobile and satellite.
Communication for Government delegations and the Head of the National Civil Defense Steering Committee in the absence of terrestrial and satellite mobile signals is ensured mainly by using telecommunications equipment systems on specialized communication vehicles.
Roles and responsibilities of local Department of Science and Technology
Responsible for ensuring communication to serve local disaster prevention work according to the "4 on-site" motto: On-site command; on-site forces; on-site means and materials; on-site logistics.
Directly direct and guide postal and telecommunications service providers in the area to develop and organize the implementation of plans and schemes to ensure communication to serve the direction and management of natural disaster prevention and control work of the People's Committee and the Provincial and Municipal Civil Defense Command every year: Take the lead in directing and coordinating postal and telecommunications service providers to ensure communication to serve the direction and management of natural disaster prevention and control for all levels of government. Direct telecommunications businesses to build solid broadcasting stations that can withstand level 4 natural disaster risks in each commune and include them in the planning and development plan of passive telecommunications infrastructure in the locality.
Advise the Provincial People's Committee and the Provincial Civil Defense Command to mobilize and arrange communication equipment to serve disaster prevention and control work.
Coordinate with the Central Post Office to organize communications of the private telecommunications network to ensure communications serving the direction and operation of natural disaster prevention and control for the Government's working delegation and the Head of the National Civil Defense Steering Committee when natural disasters occur.
Report to the Ministry of Science and Technology upon request on the situation of postal and telecommunications networks and ensuring communication to serve the direction and operation of natural disaster prevention and control in the area.

Responsibility of telecommunications enterprises
Develop, organize and implement plans and projects for disaster prevention and control of your unit.
Organize and ensure communication in localities affected by natural disasters at the request of the Provincial and Municipal Civil Defense Command and the local Department of Science and Technology to serve the direction and operation of natural disaster prevention and control.
Have plans to ensure safety, backup and restore telecommunications infrastructure according to natural disaster risk levels.
Be ready with a text message plan when requested by the Prime Minister, the National Civil Defense Steering Committee and the Ministry of Science and Technology.
Prepare roaming deployment plans when requested by the Ministry of Science and Technology.
In each commune in areas with frequent natural disasters, based on the history of natural disasters in the past 5 years, businesses need to coordinate to deploy at least 01 BTS station that can withstand level 4 natural disaster risks (according to the direction of the Department of Science and Technology) suitable for each region, each type of natural disaster and comply with the standards of the Ministry of Construction and other relevant standards. Provide a list of mobile transceiver stations that can withstand level 4 natural disaster risks to the Department of Science and Technology before June every year.
Annually organize drills and respond to natural disasters appropriate to each region to improve the unit's disaster response capacity. (viii) Periodically and suddenly report at the request of the superior management unit on the telecommunications network situation and ensuring communication to serve the direction and operation of natural disaster prevention and control.
Organize, manage, operate and exploit the private telecommunications network serving the direction and management of natural disaster prevention of the Provincial/City Civil Defense Command; Ensure 24/7 network operation.
Coordinate with the Central Post Office to organize communications of the private telecommunications network to ensure communications serving the direction and operation of natural disaster prevention and control for the Government's working delegation and the Head of the National Civil Defense Steering Committee when natural disasters occur.
Responsibilities of postal service providers
Ensure postal communication to serve the direction and operation of natural disaster prevention and control of the Government and the National Civil Defense Steering Committee via the postal network serving Party and State agencies; the public postal network at the request of the Government Office, the National Civil Defense Steering Committee and the Ministry of Science and Technology.
Direct and operate member units in localities to organize information to serve the direction and operation of natural disaster prevention and control at the request of the Provincial and Municipal Civil Defense Command and the Department of Science and Technology in the locality.
Develop, organize and implement plans and projects for disaster prevention and control in your unit.
Organize and ensure communication in localities affected by natural disasters at the request of the Provincial and Municipal Civil Defense Command and the local Department of Science and Technology to serve the direction and operation of natural disaster prevention and control.
