Deputy Minister Truong Thanh Hoai is a member of the National Steering Committee on Semiconductor Industry Development.

According to the Decision, the National Steering Committee for Semiconductor Industry Development is strengthened on the basis of the National Steering Committee for Semiconductor Industry Development established under Decision No. 791/QD-TTg dated August 5, 2024 of the Prime Minister .

Deputy Prime Minister Nguyen Chi Dung is Head of the Steering Committee.

The two Deputy Heads of the Committee are Minister of Science and Technology Nguyen Manh Hung (Standing Deputy Head of the Committee) and Minister of Finance Nguyen Van Thang.

The Steering Committee has 9 members, including Deputy Minister of Industry and Trade Truong Thanh Hoai and representatives of leaders of ministries, branches and central agencies.

The Steering Committee is an interdisciplinary organization whose function is to assist the Prime Minister in researching and directing the resolution of important, interdisciplinary tasks related to promoting the development of the semiconductor industry in Vietnam.

The Steering Committee is responsible for researching, advising, recommending, and proposing directions and solutions to promote the development of the semiconductor industry in Vietnam. At the same time, directing and coordinating between relevant ministries, agencies, and organizations to promote the development of the semiconductor industry in Vietnam. The Steering Committee works part-time, promoting personal responsibility and exercising powers and responsibilities according to the Regulations on organization and operation of the Steering Committee.

The Ministry of Science and Technology is the standing agency of the Steering Committee, using the existing apparatus to organize the implementation of tasks assigned by the Steering Committee.

This Decision takes effect from the date of signing (October 14, 2025) and replaces Decision No. 791/QD-TTg dated August 5, 2024 of the Prime Minister on the establishment of the National Steering Committee for the development of the semiconductor industry.
