Held over two days, October 12-13, the Congress summarized and evaluated the results of the 2020-2025 term, reviewed the leadership and direction of the Government Party Executive Committee for the 2020-2025 term; determined the directions, goals, tasks and solutions for the 2025-2030 term; discussed and contributed opinions to the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party.

Draft documents submitted to the Congress include: (1) Political report; (2) Report reviewing the leadership and direction of the Government Party Executive Committee for the 2020-2025 term; (3) Congress Resolution; (4) Action program to implement the Resolution of the 1st Government Party Congress.

During the working session on the afternoon of October 12, the Congress organized 15 discussion groups to discuss the Congress documents and draft documents to be submitted to the 14th National Party Congress; then delegates presented their speeches in the hall.

Delegates assessed that the documents submitted to the Congress were prepared seriously, methodically, scientifically, intellectually, democratically and in accordance with regulations.

During the 2020-2025 term, the two Party Committees of the Bloc, the Party Executive Committee of the Government and the Party Committee, the Standing Committee of the Party Committee of the Government (from February 2025 to present) have focused on leading and directing the strict implementation of the Central Committee's resolutions and directives, comprehensively, synchronously and effectively deploying all aspects of Party building work; innovating leadership and management methods; maintaining discipline and order; strengthening inspection, examination, supervision, prevention and combat of corruption, waste, negativity and mass mobilization work, especially government mass mobilization.

Regarding the implementation of political tasks, the Government Party Committee has focused on leading and directing Party committees and subordinate Party organizations to closely follow the Party's guidelines and policies, synchronously, effectively and comprehensively implement tasks and solutions in all fields; especially in the last two years of the term, it has resolutely, flexibly and effectively directed strategic tasks and historic decisions of the Party and State, especially the arrangement and streamlining of the apparatus, building a two-level local government organization model, and the Politburo's Resolutions in all fields, creating a solid foundation to bring our country into a new stage of development.

Regarding the results of socio-economic development in the 5-year period of 2020-2025, in the context of many difficulties, challenges, and unprecedented problems, thanks to the efforts of the entire political system and the people under the leadership of the Party, we expect to achieve and exceed 22/26 main socio-economic targets for the period of 2021-2025, including completing all social targets; in the years 2024-2025, we will achieve and exceed all 15/15 main socio-economic targets.
