Accordingly, the Plan aims to develop a modern, stable and long-term radio information network, in line with international trends, meeting the increasing demands of the digital economy, digital government, digital society, while ensuring national defense, security and digital sovereignty of the country. This will be the basis for ministries, branches, organizations and enterprises to orient in research, production, import and exploitation of radio equipment and radio wave application equipment nationwide.
Radio frequency spectrum is a particularly important national resource, considered the "lifeblood" of connectivity in the digital age. The planning, allocation, and effective exploitation of frequency spectrum not only helps expand the connectivity of telecommunications, television, and the Internet of Things (IoT), but is also a key factor in the development of new technologies such as 5G, 6G, telecommunications satellites, radar, smart sensors, and space data infrastructure.
According to the Plan, the Ministry of Science and Technology shall preside over and coordinate with the Ministry of National Defense and the Ministry of Public Security to propose detailed allocation of radio frequencies for national defense, security, and socio-economic development in peacetime, and submit them to the Prime Minister for decision. This allocation is carried out on the principle of prioritizing national defense and security, while optimizing the efficiency of spectrum use for socio-economic development, in line with international trends and global technical standards.
In peacetime, globally popular frequency bands will be prioritized for socio -economic purposes, helping Vietnam deeply integrate into the international technology market, facilitating businesses in manufacturing, importing and deploying advanced telecommunications equipment and services, while promoting the development of the digital market and national smart connectivity platforms.
Promulgating the National Radio Frequency Spectrum Plan.
The national radio frequency spectrum planning also sets out specific requirements for organizations and individuals using radio frequencies. All equipment, networks and systems using radio waves must comply with the purposes, operations and conditions of use specified in the Planning and related legal documents.
In case the equipment and systems were deployed before the Plan took effect but are no longer in compliance with the new regulations, organizations and individuals are responsible for converting frequencies according to the guidance of the Ministry of Science and Technology, ensuring consistency in exploitation, without causing interference or wasting frequency spectrum. Correct implementation of the conversion roadmap not only ensures technical efficiency but also contributes to the formation of a transparent and fair frequency environment, encouraging innovation in the development of radio technology in Vietnam.
For enterprises manufacturing, trading and importing radio equipment, the Plan requires ensuring that the equipment has operating frequency bands and technical features in accordance with the provisions of the Plan and national standards on radio frequencies. This is an important step to standardize equipment, synchronize technology, avoid fragmentation or spectrum conflicts, and at the same time promote the formation of a modern, safe and sustainable radio equipment market in Vietnam.
The promulgation of the National Radio Frequency Spectrum Plan not only has technical management significance, but also demonstrates the Government's strategic vision in ensuring digital sovereignty, information security and technological competitiveness of the country in the new period.
In the context of the world entering the era of smart connectivity, where data, frequency and digital technology become the decisive factors for national strength, Vietnam's proactive planning, management and effective use of frequency spectrum is the foundation for building an independent, autonomous and deeply integrated digital nation. This is also the basis for Vietnam to strongly participate in the global technology value chain, taking advantage of new technology trends such as artificial intelligence, satellite Internet, 6G, and edge computing.
Decision No. 37/2025/QD-TTg takes effect from November 20, 2025, opening a new phase in the management and development of national radio infrastructure, towards the goal of "unified digital network, smart connection infrastructure and sustainable digital sovereignty", contributing to realizing the aspiration of developing Vietnam into a technologically strong country, proactive in digital space and pioneering in global connectivity.
