Regarding the Bat Mot Primary and Secondary Boarding School Project: Implementing Conclusion No. 81-TB/TW dated July 18, 2025 of the Politburo on investing in completing the construction or renovation of 100 schools in 2025, Thanh Hoa province has urgently surveyed, made a list and proposed investment in 21 educational works in 16 border communes in the period of 2025-2026, with a total investment of about 1,590 billion VND. Of which, in 2025, it is expected to start construction of 6 works with a total capital of about 767 billion VND; in 2026, it will continue to start construction of 15 works with a total capital of about 823 billion VND.

Bat Mot Primary and Secondary Boarding School is one of 6 projects selected to start construction in 2025 and was selected to start construction to welcome the 20th Provincial Party Congress, term 2025-2030, with the following specific information:
Bat Mot commune is a mountainous, border commune of Thanh Hoa province, with 17.23km of border adjacent to Laos, about 120km from the center of Hac Thanh ward. With a natural area of 205.7km² (the largest in the province), a population of 4,052 people, a density of 19.7 people/km²; of which the Thai ethnic group accounts for more than 96%. There are currently 3 general schools (2 primary schools, 1 secondary school) with 25 classes and 616 students.

The new facilities have been invested in some basic items, but have not met the criteria prescribed by the Ministry of Education and Training. The scattered schools, difficult transportation, hinder learning. Therefore, the investment in building Bat Mot Primary and Secondary Boarding School is necessary to improve the quality of education, meet the requirements of socio-economic development in border areas and in accordance with the policy of the Politburo.

The current state of the facilities of primary and secondary schools in the commune has only been invested in a number of essential items such as classrooms, the principal's office and some public houses for teachers; many items have degraded. The schools still lack many facilities according to the standards of inter-level boarding schools prescribed by the Ministry of Education and Training, including: Learning support areas, subject classrooms, multi-purpose buildings, libraries, physical education areas, semi-boarding and boarding areas, etc.
Investment plan and scale: To improve the quality of education, Thanh Hoa province has a policy to build Bat Mot primary and secondary boarding school in Can village (commune center) and 1 separate school in Vin village (19km from the commune center), specifically:
Bat Mot Primary and Secondary Boarding School (Can village) (main school) The project is invested by the Thuong Xuan Area Construction Investment Project Management Board, and is built on the existing land of Bat Mot Kindergarten, Bat Mot 1 Primary School and Bat Mot Secondary School with a total area of about 1.5 hectares. The scale of investment in renovating and upgrading facilities to meet national standards for level 2 schools includes the following items: Classroom area with 22 classrooms and 12 subject classrooms; 1 principal building; 1 multi-purpose house; 1 traditional cultural house; library; sports ground; boarding and semi-boarding area for 260 students; public housing for 25 teachers and other auxiliary items.
Branch school (Vin village) : Investment in construction on the existing land of Bat Mot 2 Primary School with an area of about 0.29ha, with a scale of investment in renovating and upgrading facilities including the following items: Classroom area with 5 classrooms and 4 subject classrooms; boarding and semi-boarding area for 100 students; public housing for 8 teachers. After the inter-level school is completed and put into operation, 3 branch schools will be eliminated: Phong village and Kheo village (belonging to Bat Mot 1 Primary School) and Duc village (belonging to Bat Mot 2 Primary School).

The total investment of the project is about 170 billion VND, of which, Bat Mot Primary and Secondary Boarding School is about 150 billion VND; the satellite school (Vin village) is about 20 billion VND.
Investment form: Implement according to specific mechanisms and policies to implement investment as prescribed in Clause 2, Section II of Resolution No. 298/NQ-CP dated September 26, 2025 of the Government promulgating the Government's action plan to implement Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo. Implementation progress: Completed before August 30, 2026, in time to put into use for the new school year 2026-2027.
Groundbreaking ceremony of the Social Housing Project in Nam Ngan Ward, Thanh Hoa City (at the planning site of residential and service areas in the urban area north of Hac Bridge), now Ham Rong Ward, Thanh Hoa Province. The investor is the Joint Venture of Viet Incons Joint Stock Company - Vinaconex 21 Joint Stock Company - Hanoi Investment and Trade Joint Stock Company.
Location: Ham Rong Ward, Thanh Hoa Province; scale includes 4 blocks of 25-storey buildings with a total expected number of 2,376 apartments; land use area is about 2.8 hectares; expected total investment is 3,721 billion VND.
Groundbreaking ceremony of WHA Smart Technology Industrial Park Infrastructure Investment and Business Project - Thanh Hoa: The investor is WHA Industrial Zone Thanh Hoa Joint Stock Company. The location is in the communes of Hoang Son, Hoang Phu and Hoang Giang, Thanh Hoa province. Land use scale is 178.51 hectares, investment in construction and business of industrial park infrastructure. Total investment capital is 1,320 billion VND.

Inauguration ceremony of the Children's Cultural Palace and Sports Center Project, Thanh Hoa City (now Hac Thanh ward). Investor: People's Committee of Hac Thanh ward. Location: Hac Thanh ward, Thanh Hoa province. Investment scale includes the following items: 7-storey block house; sports center including 2 soccer fields; 2 basketball courts; 1 tennis court; indoor swimming pool; technical infrastructure and gates, fences. Total investment 247.85 billion VND.

Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his joy at the 20th Thanh Hoa Provincial Party Congress, term 2025-2030. The Prime Minister highly appreciated Thanh Hoa province for starting construction of significant projects, including Bat Mot Primary and Secondary Boarding School, contributing to the implementation of the beloved President Ho Chi Minh's teachings "For the benefit of 10 years, plant trees, for the benefit of a hundred years, cultivate people"; considering education as the top national policy, investing in education is investing in development; ensuring equal access to education for remote and isolated areas, especially implementing the Politburo's Conclusion on investing in the construction of 248 primary and secondary boarding schools in land border communes.

The Prime Minister requested Thanh Hoa province to invest in building schools with a spirit of urgency, "complete each school"; continue to launch a movement of support and assistance in the spirit of "those who have merit help merit, those who have money help money, those who have a lot help a lot, those who have little help a little"; research and arrange appropriately, invest in building schools in really important and key places, and strive to complete within 2 years.
The Prime Minister stated that it is necessary to launch a campaign to build 248 schools nationwide in 2026-2027; request Viettel Group and Petrovietnam to study and support funding for the construction of Bat Mot Inter-level Boarding School; ensure compliance with legal regulations; must do it out of love for the students, "sowing letters, nurturing knowledge, lighting up dreams, realizing aspirations" for the children.
"This is a very humane thing to do, it is our responsibility with all our heart, purity, love for education, and enthusiasm," Prime Minister Pham Minh Chinh emphasized.
The Prime Minister also requested the Project Management Board and relevant units to implement the project in accordance with the law and not to allow any negative incidents to occur. The Prime Minister requested that this project be completed by June 2026 to be put into use in the 2026-2027 school year.

The Prime Minister requested the Ministry of Education and Training to calculate so that once construction of schools has begun, it must be done promptly and thoroughly; the provinces also called for contributions and support from society and people in building schools. The Prime Minister requested Thanh Hoa province to review schools that are not in border areas but are still facing difficulties; review schools that need to be repaired due to the consequences of storms and floods to restore them quickly. The Prime Minister hopes that students will be good and study well; parents must work with schools to raise good children and good students.

On this occasion, Prime Minister Pham Minh Chinh presented the painting "Uncle Ho wearing a red scarf for children" to teachers and students of Bat Mot Inter-level School; and presented warm clothes to the school's students. The Prime Minister and the Ministry of National Defense presented gifts to disadvantaged households in Yen Nhan and Bat Mot communes. Leaders of Thanh Hoa Provincial People's Committee received funding for the project from Petrovietnam and Viettel Groups.
At the ceremony, Prime Minister Pham Minh Chinh and other leaders performed the inauguration and groundbreaking ceremony for 4 projects.
* Previously, Prime Minister Pham Minh Chinh inspected the operation of the Bat Mot Commune Public Administration Service Center, as well as the operation of the two-level local government model in general in the area.
The Prime Minister discussed with the staff and many people, learning about the procedures, especially the integration of information and documents on the people's VNeID application and performing online procedures.
Reports from the center's staff and people's opinions show that with 4 staff, the center has processed 332 files in the past time, and in general, the work is not overloaded. Many people have also integrated relatively complete documents on the VNeID application, but are still not familiar with doing administrative procedures online, so the staff directly guided the people.
Assessing the smooth operation of the center and the two-level government, the Prime Minister stated that the important thing when switching to a two-level local government model is to transform the state to creating development and serving the people and businesses.
To achieve this goal, the Prime Minister emphasized the need to continue promoting data integration and connectivity; promoting the digital literacy movement, guiding people on digital transformation, thereby promoting the formation of digital citizens, creating trends and habits for people in digital transformation and online procedures, thereby reducing travel time and compliance costs for people, especially in remote areas.
At the same time, it is necessary to continue to improve digital infrastructure, overcome signal and power dips. Along with that, reality shows that not all communes are overloaded with work, and at the same time, applying technology will help reduce the workload. The Prime Minister requires the need to arrange and assign staff flexibly and appropriately, depending on each place and the requirements of each field.
