Dak Lak: Need to increase flexibility and decentralization in implementing the National Target Program

Continuing the survey program on October 14, the National Assembly Delegation of Dak Lak province, led by Deputy Head of the Provincial National Assembly Delegation Le Dao An Xuan, had a working session with the Department of Ethnic Minorities and Religions on the implementation of the National Assembly's Resolutions approving the investment policy of three National Target Programs (NTPs) for the 2021-2025 period in the province.

Joining the survey team were representatives of the Provincial People's Council's committees and relevant departments and branches.

At the meeting, representatives of the Department of Ethnic Minorities and Religions reported on the implementation results of the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period. Accordingly, the total capital allocated to implement the Program is more than VND 4,220 billion, of which the central capital accounts for nearly 91%. As of September 2025, the disbursement rate reached over 70%, expected to complete 100% of the plan for the whole period.

Thanks to the synchronous implementation of projects, the poverty rate in ethnic minority areas has decreased by an average of more than 4.4% per year, from 27.5% in 2021 to about 14% in 2024; 65 villages and hamlets have escaped from extremely difficult areas, and the material and spiritual life of the people has improved significantly. Essential infrastructure investment projects have been strongly implemented, with nearly 270 rural traffic works, 49 schools, 42 irrigation works, 35 electricity works, 17 community houses, and hundreds of works being maintained and repaired, contributing to the completion of basic infrastructure in ethnic minority and mountainous areas.

At the working session, members of the Survey Team acknowledged the efforts of the Department of Ethnic Minorities and Religions in advising and organizing the implementation of the Program, and at the same time requested further clarification of a number of contents related to: Reasons for the low disbursement progress in a number of projects, especially career capital; the slow allocation of residential land and production land for ethnic minorities, difficulties in identifying beneficiaries; coordination between departments, branches, and localities, especially after merging administrative units; solutions to overcome policy duplication between national target programs and improving the effectiveness of propaganda, monitoring, and evaluation of the Program.

Delegates also requested the Department to continue to strengthen guidance and inspection of facilities, promote the application of digital transformation and science and technology in implementing the Program, ensuring publicity, transparency and sustainable effectiveness.

Reporting at the meeting, the Department of Ethnic Minorities and Religions recommended that the Central Government soon issue a new Decree stipulating criteria for delimiting ethnic minority and mountainous areas in the 2026-2030 period, as a basis for localities to proactively develop implementation plans. At the same time, increase the level of support for residential land, housing, production land, and domestic water to match market prices; raise the lending level of the Social Policy Bank and expand the loan beneficiaries to include near-poor households and newly escaped-poverty households to ensure the sustainability of poverty reduction.

The Department also proposed that the Government and ministries and branches adjust the capital allocation mechanism more flexibly, allowing the disbursement of unused capital from the 2021-2025 period to be extended to 2026, creating conditions for localities to complete unfinished projects. In addition, it is necessary to simplify administrative procedures, shorten the project approval and appraisal process, and increase decentralization and delegation of authority to localities in implementing the Program's components.

In addition, the Department recommends considering integrating criteria and support levels between national target programs, reducing duplication of content, focusing resources on sustainable projects with long-term impacts, such as livelihood development, cultural preservation, community tourism, vocational education, health care and gender equality in ethnic minority areas.

Concluding the working session, Deputy Head of the National Assembly Delegation of Dak Lak Province, Le Dao An Xuan, acknowledged and highly appreciated the efforts of the Department of Ethnic Minorities and Religions in preparing, advising and organizing the implementation of Program 1719 in a difficult context. At the same time, he emphasized that the period of 2021 - 2025 is "a very special period", both affected by the pandemic and implementing administrative unit rearrangement, but the province still achieved positive results, demonstrating the determination and sense of responsibility of the political system.

The Deputy Head of the Provincial Delegation of National Assembly Deputies said that in the coming time, it is necessary to redesign the National Target Programs in the direction of a framework, with flexibility, while clearly decentralizing and delegating powers, assigning specific authority and responsibility to each level. Ms. Le Dao An Xuan suggested expanding the beneficiaries, increasing the support level and loan limit, focusing on projects to develop production, create jobs, preserve culture associated with community tourism; at the same time, promoting the application of science and technology and improving the quality of training local human resources.

The Deputy Head of the Dak Lak Provincial National Assembly Delegation affirmed that, based on the opinions and recommendations of the delegates, the Provincial National Assembly Delegation synthesized and reported to the National Assembly, contributing to perfecting policies and improving the effectiveness of implementing the National Target Programs in the coming period.
