
At the meeting, the Committee on Culture and Society examined the draft Law on Population and the draft Law on Disease Prevention; gave opinions on: the draft Resolution of the National Assembly approving the investment policy of the National Target Program on health care, population and development for the period 2026 - 2035, the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo .

The draft Law on Population consists of 8 chapters and 28 articles. Compared to the Population Ordinance, the draft Law has more specific regulations on policies and measures to improve population quality, communication, advocacy, and population education . In addition, it supplements regulations on policies and measures to maintain replacement fertility, reduce gender imbalance at birth; support elderly care, develop human resources for elderly care; conduct pre-marital counseling and health check-ups and prenatal and neonatal screening, diagnosis, and treatment to improve population quality...

Prescribes the responsibility of provincial-level local authorities in proactively and flexibly deciding on a number of measures to implement policies and measures to maintain replacement fertility, reduce gender imbalance at birth and bring the sex ratio at birth back to a natural balance based on the population situation and dynamics.
The opinions of the Committee on Culture and Society basically agreed with the promulgation of the Population Law; found that the draft Law dossier was qualified to be submitted to the National Assembly at the 10th Session.

The Committee recommends that the drafting agency review and research the institutionalization of contents related to population and development in the proposed National Target Program on health care, population and development for the period 2026 - 2035 (expected to be submitted to the National Assembly for consideration and approval at the Tenth Session) to be stipulated in this draft Law such as: early-reception nursery model, support for infertility prevention, preparing for old age from a young age... to ensure consistency and mutual support between the draft Law and the draft National Target Program on health care, population and development.
There are suggestions to research, review, and carefully consider the regulation "suspension of medical practitioners who announce, notify, or disclose information about the gender of the fetus to customers, except for cases of determining the gender for the purpose of diagnosing and treating genetic diseases related to gender as prescribed by the Ministry of Health" to ensure consistency with the Law on Medical Examination and Treatment.

The Draft Law on Disease Prevention consists of 6 chapters and 41 articles. The Law regulates the prevention and control of infectious diseases; prevention and control of non-communicable diseases, mental health disorders and other risk factors; nutrition in disease prevention and conditions to ensure disease prevention.
Approving the promulgation of the Law on Disease Prevention, delegates basically agreed with the scope of regulation and subjects of application of the draft Law.

Delegates suggested that it is necessary to study and supplement regulations in Chapter III on common non-communicable diseases, ways to prevent non-communicable diseases, management of non-communicable disease treatment, provision of preventive services, management of non-communicable diseases in the community, and specific regulations on people at high risk of non-communicable diseases...
At the same time, supplement regulations to ensure full application of nutritional principles in disease prevention according to the life cycle. Clearly stipulate the allocation and use of the Health Insurance Fund to pay for which activities in disease prevention and not assign the Government to regulate the content of expenditure of the Health Insurance Fund for disease prevention work, and at the same time have regulations to amend related contents in the Law on Health Insurance in Article 40 on implementation.


Commenting on the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo, the Committee on Culture and Social Affairs agreed with the Government's proposal to submit the Resolution to the National Assembly for promulgation according to shortened procedures; the draft Resolution dossier basically ensures sufficient documents as prescribed, and is eligible to be submitted to the National Assembly Standing Committee for consideration and comments.
However, members of the Committee on Culture and Society also pointed out that the solutions and tasks set out in Resolution No. 72 have not been fully researched and institutionalized in the draft Resolution. Therefore, it is requested that the drafting agency explain and clarify how the mechanism for linking hospitals with facilities and units in medical development is currently being implemented, and whether current regulations have ensured the content of "promoting links between hospitals, research institutes, training facilities and enterprises to develop high-tech and specialized medicine" or not?

In addition, the study has specific policies to encourage the development of large-scale private hospitals.
