Support more than 7 million tons of cement for new rural construction

(DN) - Dong Nai Provincial People's Committee has just issued Decision No. 1495/QD-UBND on assigning cement support targets (phase 1) to implement the special mechanism in the National Target Program on New Rural Construction for communes and wards in Binh Phuoc province (old) after the merger.

Specifically, 14 communes and wards in Binh Phuoc province (old) were supported with cement with a total of more than 7 million tons, mainly for road construction.

The decision assigns the Rural Development Department (under the Department of Agriculture and Environment) to be responsible for closely coordinating with relevant units to carry out support procedures to ensure compliance with regulations; monitor and urge the People's Committees at the commune level in using cement to implement special mechanisms in new rural construction. This unit is also responsible for synthesizing, advising and reporting to the Provincial People's Committee on the results of cement support and carrying out procedures for payment and settlement of cement support funds according to regulations.

The People's Committee at the commune level organizes the receipt of cement from the supplier, is responsible for the cost of transporting cement to the recipient; manages and uses cement for the right purpose, according to standards and technical and economic norms, ensuring savings and efficiency. The People's Committee at the commune level needs to focus on mobilizing legal capital sources to invest in projects.

The Decision also requires relevant departments and branches including: Department of Construction, Department of Finance, Department of Agriculture and Environment, Department of Justice; Commune-level People's Committees and related units, based on their functions and tasks, to promptly implement and ensure compliance with regulations.
