
On the morning of November 30, in Hanoi , Prime Minister Pham Minh Chinh attended and spoke at the conference to review the Project 'Supporting Women in Business Start-ups for the 2017-2025 period', deploy the Government's Project 'Supporting Women in Business Start-ups for the 2026-2035 period' and commend typical cooperatives managed by women in 2025.
The conference was organized by the Vietnam Women's Union in a combination of in-person and online formats at 34 locations in provinces and cities across the country.
Also attending the Conference were Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, President of the Central Committee of the Vietnam Fatherland Front; Minister of Finance Nguyen Van Thang; Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Women's Union Nguyen Thi Tuyen; leaders of central and local departments, ministries, branches, mass organizations; representatives of a number of corporations, banks, international organizations, embassies and development partners.

The conference commended, rewarded and honored 61 collectives and 84 women individuals with outstanding achievements in starting a business, supporting women to start a successful business and 50 cooperatives managed by women that are exemplary in production and business activities, attracting and creating many jobs for female workers.
According to reports and presentations at the Conference, the Project to support women in starting a business in the period of 2017-2025 was implemented synchronously, effectively, sustainably, achieving and exceeding all goals. President of the Women's Union Nguyen Thi Tuyen said that the Project has raised awareness, aroused aspirations, inspired, created a widespread start-up movement among women; provided practical support in terms of capital, knowledge, skills, helping hundreds of thousands of women confidently participate in starting a business.
The quality of women's start-up projects is increasingly improved; many projects have been developed into sustainable enterprises, cooperatives and cooperative groups, creating jobs for tens of thousands of female workers.

In the period from 2026 to 2030, the Project sets out goals such as supporting and consulting 50,000 enterprises, cooperatives, and business households owned by women in need of access to preferential credit sources and start-up and innovation funds; guiding 12,500 business households owned by women to register to convert into enterprises; striving for the ratio of female directors/owners of enterprises and cooperatives to reach 30%...
In the period from 2031 to 2035, provide consulting support to 75,000 enterprises, cooperatives, and business households owned by women who need to access preferential credit sources and start-up and innovation funds; guide 25,000 business households owned by women to register to convert into enterprises; strive to have the ratio of female directors/owners of enterprises and cooperatives reach 35%...

At the Conference, delegates presented papers on the following contents: Breakthroughs in science, technology, innovation and digital transformation contribute to building the economic power of Vietnamese women in the new era; the role and experience of Party committees and authorities in effectively implementing credit policy capital to support women in creative startups; promoting the role of women's associations in supporting women in startups and accessing comprehensive finance.
Some technical recommendations, commitment to support training, expertise and proposals for long-term cooperation, accompanying the Project from the United Nations Entity for Gender Equality and the Empowerment of Women; experience in mobilizing resources, implementing support for women to start creative businesses, and effectively connecting markets in the context of digital transformation...
Speaking at the Conference, Prime Minister Pham Minh Chinh stated that women play a central role, are a particularly important component of the whole society, and are a revolutionary force that has made great contributions to the glorious victories in the heroic history of the struggle to build and defend the Fatherland of the Vietnamese people.

Throughout the history of the Vietnamese revolution, our Party and State have always paid special attention to the development of women and women's work. They have issued and focused on directing the implementation of many mechanisms, policies and solutions to care for, protect, enhance the role and contributions of women and ensure gender equality in all aspects of life and society.
Vietnam is one of the countries that has achieved the Millennium Development Goals on gender equality and women’s empowerment the earliest. The proportion of female leaders and managers in Party and State agencies has increased.
Women are also a large workforce in society and participate in business leadership (about 30% of Vietnamese businesses have women in the ownership structure, much higher than in many other countries). Women play an increasingly important role in the fields of scientific research, culture, sports, tourism, security, foreign affairs, etc.

In particular, Vietnamese women have been actively participating in creative startups and economic development through many programs and projects of the Party and the State, typically the Project 'Supporting Women's Startups for the 2017-2025 period' chaired by the Central Committee of the Vietnam Women's Union, with women as the central and main subjects, and the 'Women's Startups' competitions as a major forum, promoting the spirit of daring to think and daring to do of women, incubating many startup models with sustainable vitality in the community.
The Prime Minister emphasized that, along with the struggle for gender equality, progress and social justice, we must encourage and create more favorable conditions for women to fully develop their intelligence, capacity and efficiency for the country's rapid and sustainable development, worthy of the important position and role of women in the family and society.

Through the summary report and comments at the Conference, the Prime Minister assessed the Project 'Supporting Women to Start a Business in the 2017-2025 Period' (Project 939) as one of the outstanding achievements, the clearest evidence for the correct and creative policies and guidelines of our Party and State in implementing the goal of gender equality and developing the private economy among all classes of women with 5 important 'bright spots'.
What makes the success of start-up projects special is that they do not stop at ideas, but they have spread into movements and trends, fostering a deep entrepreneurial spirit among all women, especially women in difficult circumstances, so that every woman, when given the opportunity, can walk firmly, confidently, self-reliantly on the path to getting rich, developing the economy, contributing to society, promoting national spirit, compatriotism, 'leaving no one behind', the head of the Government said.

On this occasion, the Prime Minister also acknowledged and commended the noble acts, demonstrating the national and compatriotic sentiments of women across the country in participating in ensuring social security, especially supporting compatriots in natural disasters like the recent one.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the important results that all levels, sectors, localities and women have achieved in the past time, making important contributions to the overall achievements of the country; commended 195 outstanding collectives and individuals honored at the Conference - these are beautiful flowers, typical nuclei in the national startup movement; at the same time commended and highly appreciated the Vietnam Women's Union in its determination and effective implementation of Project 939.
However, the Prime Minister also frankly acknowledged that there are still limitations, inadequacies, difficulties and challenges. The environment to support startups is not uniform; digital transformation is not comprehensive; management capacity and business skills of a segment of women are still limited.
Women in remote areas and ethnic minority women still face many barriers in accessing capital, land, science and technology, markets, etc. The ecosystem supporting women entrepreneurs is not yet closely connected, specialized, and meets the diverse needs of women entrepreneurs.
The Prime Minister said that the success and practical effectiveness of Project 939 in recent times is just the beginning, the foundation, creating motivation and inspiration for the next phase.

Based on the inheritance and promotion of achievements and proposals of the Vietnam Women's Union, the Prime Minister has just issued Decision No. 2415/QD-TTg dated October 31, 2025 approving the Project to Support Women in Starting a Business for the 2026 - 2035 period (Project 2415).
Project 2415 has many important new points such as identifying women as the center, innovation as the driving force, digital transformation and green transformation as the main methods; developing a dynamic, closely linked and sustainable ecosystem to support women in starting a business; enhancing women's economic power; ensuring synchronization between policies to support women in starting a business and socio-economic development programs; contributing to meeting the country's development requirements in the new period.
Continuing the revolutionary spirit of the 'Three Responsibilities' and 'Five Goods' movements in the previous resistance war and national construction, to contribute to achieving the double-digit growth target in the coming years and the two 100-year goals, the Prime Minister asked Vietnamese women to promote the spirit of 'Three Pioneers' and 'Five Masters' in creative startups in the spirit of Project 2415.
'3 pioneers' include: (1) Pioneers who dare to think, dare to do, dare to engage in difficult and complex fields, dare to overcome their own limits; (2) Pioneers who innovate, think differently, accept risks; (3) Pioneers who promote integration, connection, flexible adaptation, comply with business ethics and laws, and contribute to social security.
'5 masteries' include: (1) Mastering knowledge and skills; (2) Mastering science, technology, and digital transformation; (3) Mastering finance and development resources; (4) Mastering smart management, optimizing work efficiency; (5) Mastering the market, startup ecosystem, and building corporate brands.

According to the Prime Minister, the journey of women's creative entrepreneurship is a noble and glorious journey, but there are many difficulties and challenges that need to be overcome, requiring resilience and creativity. It is a path full of dreams and ambitions, striving to become rich legitimately, develop the economy, and is a journey of courage and constant dedication to create positive values for themselves, their families and the whole society.
With the spirit of 'Party leadership - State creation - Women pioneering - Association support - Country development - People well-off', the Government, the Prime Minister and all levels, sectors and localities will always accompany and create the most favorable conditions for Vietnamese women to start creative and effective businesses, further promoting their especially important role and position and developing sustainably in the new era.
The Prime Minister hopes and believes that, promoting the glorious tradition of heroism, indomitability, loyalty and responsibility, Vietnamese women will always be a symbol of will, morality, knowledge, determination, perseverance, resilience and endless creativity, increasingly confident in continuing to firmly step into the marketplace, succeed in production and business, master science and technology, digital transformation, green development, constantly innovate, with strong financial and management capacity, deeply participate in regional and global production networks and supply chains.
