Considering the proposal of the Ministry of Agriculture and Environment to promulgate regulations on the roadmap for applying national technical regulations on exhaust emissions from motorbikes and scooters participating in road traffic, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Agriculture and Environment to preside over and coordinate with relevant units to carefully review the draft Decision to ensure feasibility.

In particular, the Deputy Prime Minister noted to clarify solutions for organizing the inspection and certification of motorbikes and scooters to meet the emission levels prescribed in this Decision as well as the inspection, control and handling of violations when vehicles participate in traffic in compliance with emission levels.
Besides, according to the Deputy Prime Minister, it is necessary to clarify the impact of the policy on people and businesses, especially in Hanoi and Ho Chi Minh City.
These contents must be reported to the Prime Minister before December 15.
The Ministry of Agriculture and Environment has developed and sought public opinion on the draft Decision of the Prime Minister stipulating the roadmap for applying national technical regulations on emissions from motorbikes and scooters circulating in Vietnam.
This aims to control and reduce air pollution caused by emissions, contributing to protecting public health and improving the quality of the living environment.
At the same time, this roadmap creates a legal basis to gradually eliminate vehicles that do not meet emission standards and regulations, promoting the transition to clean, environmentally friendly vehicles.
Regarding the roadmap for applying emission standards, the draft expects to start implementing emission inspections for motorbikes and scooters in circulation in Hanoi and Ho Chi Minh City from January 1, 2027.
One year later, from January 1, 2028, emission inspection will be applied to motorbikes and scooters circulating in the remaining four centrally-run cities, including Hai Phong city, Da Nang city, Can Tho city and Hue city.
From January 1, 2030, this policy applies to motorbikes and scooters in circulation in the remaining provinces and cities. Depending on the actual situation, these provinces and cities may stipulate an earlier application date.
The Draft Decision clearly states that for motorbikes manufactured before 2008, level 1 - the maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorbikes and scooters circulating in Vietnam - will be applied.
Vehicles manufactured from 2008 to 2016 will apply level 2 and vehicles manufactured from 2017 to June 30, 2026 will apply level 3; vehicles manufactured after July 1, 2026 will apply level 4.
For motorbikes, if manufactured before 2016, level 1 will apply; if manufactured from 2017 to June 30, 2027, level 2 will apply; if manufactured from July 1, 2027, level 4 will apply.
Motorcycles and motorbikes circulating in Hanoi and Ho Chi Minh City must meet emissions regulations of level 2 or higher, starting from January 1, 2032.
