
The delegation included representatives of provincial departments and branches such as Finance, Agriculture and Environment, Ethnicity and Religion, and leaders of the Provincial People's Council Committees.
At the meeting, the representative of the People's Committee of M'Drak commune reported on the implementation of national target programs in the area after the commune was established on the basis of merging 3 old administrative units including M'Drak town, Ea Lai commune and Krong Jing commune.

The Commune People's Committee has quickly completed the Program Management Board, developed an implementation plan suitable to actual conditions, promoted propaganda, mobilized people's participation and ensured synchronous and effective implementation of projects.
According to the report, the commune's poverty rate decreased sharply from 52.3% in 2022 to more than 16.74% by the end of 2024, in which poor households of ethnic minorities decreased to more than 15%. The commune's new rural construction program achieved 14/19 criteria, with many outstanding indicators such as: 100% of villages and hamlets have electricity; nearly 90% of commune roads are concreted; 9/10 schools meet national standards; 31/32 villages and hamlets have community houses.

For the Socio -Economic Development Program for Ethnic Minority and Mountainous Areas, the commune has disbursed more than 70% of the capital plan, focusing on essential infrastructure projects, livelihood support, production development and housing construction for poor and near-poor households.
In addition to the achieved results, the locality also frankly pointed out a number of difficulties and limitations such as: investment resources are still scattered, not meeting practical requirements; the scale of the area after the merger is large, the workload has increased, while the staff is still thin, the capacity is not uniform; a part of the people, especially poor households, still have the mentality of waiting for support from the State, not bold enough to rise up to escape poverty sustainably.

The Commune People's Committee recommends that the Central Government and the province continue to issue specific instructions on integrating capital sources, increasing investment levels for essential infrastructure, especially roads, schools, and clean water; at the same time, have a more flexible decentralization mechanism for the commune level in organizing implementation.
The members of the survey team highly appreciated the initiative and sense of responsibility of the M'Drắk commune government, and at the same time suggested that the locality focus on speeding up the disbursement progress, strengthening propaganda, raising people's awareness to effectively participate in implementing the programs; focusing on maintaining and improving the quality of new rural criteria, especially in terms of environment, clean water, income and production organization.

Concluding the meeting, Deputy Head of the Delegation, in charge of the National Assembly Delegation of Dak Lak province Nguyen Thi Thu Nguyet acknowledged and commended the efforts of the Party Committee, government and people of M'Drak commune in implementing the 3 National Target Programs in difficult conditions.
The Deputy Head of the specialized delegation, in charge of the Provincial National Assembly Delegation, assessed that in the context of the newly merged commune and only having more than 3 months of operating the two-level government model, organizing, operating and implementing three major programs at the same time is a very stressful task, but the locality has shown a proactive and responsible spirit, achieving many encouraging results.

The head of the survey team emphasized that the results of deep poverty reduction, synchronous investment in rural infrastructure, gradual improvement of people's lives, and maintenance of political security and social order are proof of the practical effectiveness of national target programs.
The Deputy Head of the Delegation, in charge of the Provincial National Assembly Delegation, requested the Commune People's Committee to continue to complete the summary report in a general, clear and specific manner, supplementing the contents on the situation after the merger, the results achieved, difficulties and recommendations for each program. At the same time, review and strengthen the Steering Committee for the implementation of the National Target Programs, speed up the capital disbursement progress, not to transfer the source to the following year; organize training for cadres and village and hamlet heads, and promote propaganda so that people understand and actively participate.

Deputy Head of the Delegation, in charge of the Provincial National Assembly Delegation Nguyen Thi Thu Nguyet, also noted that the commune needs to form cooperatives and develop appropriate production models to both meet the new rural criteria and promote community economic development. Relevant departments and branches are requested to closely follow and support the grassroots to overcome difficulties, especially in decentralization and delegation of power, ensuring that when assigning tasks, they must be accompanied by resources, human resources and decision-making power.
The delegation will fully synthesize the opinions and recommendations of M'Drắk commune to report to the National Assembly. At the same time, it will propose that the Government and relevant ministries and branches consider and adjust appropriate policies. Thereby, it aims to create conditions for localities to continue effectively implementing the National Target Programs for the period 2026-2030, aiming to improve people's lives, sustainably develop mountainous areas and ethnic minorities.
