Bac Ninh: Synchronizing digital infrastructure, convenient management

To operate the two-level government apparatus, digital transformation is considered the backbone to help "circulate" all processes and procedures, facilitating management and service for people and businesses. In the initial stage, there are still obstacles and bottlenecks that need to be resolved when system traffic increases suddenly. The Department of Science and Technology of Bac Ninh province is focusing on upgrading digital infrastructure to meet the requirements.

Standardize shared information systems

According to Mr. Nguyen Gia Phong, Deputy Director of the Department of Science and Technology, since the policy of merging administrative units, the Department of Science and Technology of the two provinces of Bac Ninh (old) and Bac Giang proactively reviewed and advised the Standing Committee of the Bac Giang Provincial Party Committee to establish a Document Digitization Team, connect shared data; agree on the plan to deploy 17 shared information technology systems, 95 specialized information technology systems when merging the provinces. At the same time, upgrade the Information System for handling administrative procedures in the direction of non-administrative boundaries in 99 communes and wards; deploy software and a shared online conference system.

For the two key systems, the Executive Document Management System and the Administrative Procedure Information System, in addition to organizing concentrated, direct training courses, the Department also directed the organization of additional online training courses (via Zoom meeting rooms) for each user group, creating support groups via Zalo, Teamview, Ultraview, and phone; sending highly qualified staff to directly inspect and support communes and wards that still have problems.

During the implementation phase from July 1, the average number of connections at a time was about 6,000 users (4 times more than before the province's merger), the highest number of connections at a time was 12,300 users, so sometimes the document could not be read, there were slow and frozen signs when signing documents. Mr. Vu Van Hanh, Deputy Head of Software Department, Bac Ninh Center for Science and Technology Application No. 2 said: "There are basic errors in some units and localities due to users not understanding carefully, such as incorrect system login name or password... causing the support processing time to be quite long. Up to now, this situation has been improved in a more stable direction".

Improve service quality

After the administrative unit arrangement, Van Ha ward manages more than 60 thousand people. The number of administrative procedures performed at the local Public Administration Service Center every day is very large. Directly operating on the software, Ms. Nguyen Thi Luyen, a judicial - civil status officer, shared: "Once, when guiding people to carry out marriage registration procedures, although the information was fully updated on the National Public Service Portal, at the final step of confirming completion, the system froze for a long time. We had to hand over hard copies of Marriage Registration Certificates to people and update them on the system afterwards."

While renovating facilities and focusing on welcoming people to do procedures, Dao Vien Ward Public Administration Service Center had a peak day receiving nearly 200 applications. Mr. Do Huy Quang, Deputy Director of the Ward Public Administration Service Center, shared: "In the first phase, meetings were held regularly to update instructions from the Central, provincial and commune levels. We installed an online video conferencing system at 3 meeting rooms at the Party Committee, People's Committee and specialized meeting rooms. To immediately serve the operation, management and implementation of procedures for the people, the network system and the document management system were urgently installed on computers with 40 digital certificates; 60 official mailbox accounts were issued to leaders and civil servants. However, due to the merger of 3 administrative units, the information technology infrastructure was not synchronized, many computers in use by the units were old and the configuration did not meet the requirements. Some shared systems and software were not yet connected, unable to exploit data and update vertical regulations in a timely manner."

To overcome the shortcomings and improve service quality, the Department of Science and Technology coordinated with the Provincial Public Administration Service Center to focus on assigning and arranging staff to perform tasks. Coordinated with Bac Ninh Telecommunications to send staff to 100% of the public administration service centers of communes and wards in the early days with the spirit of "holding hands and showing work", established a Zalo group connecting the Department of Science and Technology, the Provincial Public Administration Service Center with 99 communes and wards to promptly support staff in removing difficulties and problems related to the software system, accounts, VNeID login, interconnected public services... Actively coordinated with departments, branches and sectors to build internal processes, electronic processes attached to software, standardize operating processes... At the same time, guide communes and wards to review and register the need for machinery and equipment, propose the Department of Finance to allocate funds to communes and wards to purchase synchronous equipment according to regulations.

In the coming time, the Department of Science and Technology will continue to synthesize difficulties and recommendations from the grassroots to guide direct handling and advise the Provincial People's Committee to implement solutions to speed up progress, upgrade the shared information system in the direction of multi-utility; continue to improve technical infrastructure and synchronize database systems. Implement in-depth training, improve information technology skills for officials, especially officials of the Public Administration Service Center at the commune level to be able to serve people and businesses most effectively, maximizing the potential of digital government.
