Bac Ninh strives to be a pillar in the semiconductor industrial ecosystem

Immediately after the Politburo issued Resolution 57, dated December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation, the Provincial Party Committee and Provincial People's Committee proactively developed, promulgated and resolutely organized the implementation of programs and plans with high determination.

Up to now, Bac Ninh has issued Plan No. 92/KH-UBND dated February 14, 2024, Action Program No. 89-CTr/TU dated March 7, 2025 of the Provincial Party Standing Committee and Action Plan No. 188-KH/TU dated April 28, 2025 of the Provincial Party Executive Committee. This demonstrates the strong political determination of the Party Committee, government and people of Bac Ninh province in implementing Resolution 57 - a major policy of strategic breakthrough of our Party and State to create momentum for the country to develop strongly and comprehensively in the new era.

As the industrial capital, the growth pole of the Northern region, Bac Ninh has favorable conditions to take the lead in implementing policies on science, technology, innovation and digital transformation. That is also the reason why Bac Ninh is confident in building Programs and Plans with many required results targets higher than the national average. In particular, the Plan also demonstrates the province's vision and aspirations in making breakthroughs in developing science, technology, innovation and digital transformation, with 4 key, breakthrough tasks and also the province's major goals: Striving to build Bac Ninh into an important stronghold, a pillar in the semiconductor industrial ecosystem of Vietnam; Focusing on building an innovation ecosystem, making a breakthrough in development to become an innovation center of the country and the region; Promoting digital transformation associated with the development of digital government, digital economy , digital society, digital citizens; Building Bac Ninh into one of the leading training, research and development centers of the country.

The province's Program and Plan to implement Resolution 57/TW and Resolution 71/CP have been developed to ensure specific assignment of tasks with the spirit of "5 clear": Clear people, clear work, clear responsibility, clear time, clear results. The province resolutely directs the political system to closely follow the assigned tasks to effectively implement, ensuring progress, goals and results as set. In particular, focusing on tasks to raise awareness and breakthroughs in innovation in thinking throughout society; reviewing and removing bottlenecks in mechanisms and policies, turning these into advantages to create momentum to promote the development of science, technology, innovation and digital transformation, recommending and proposing to the Central Government for Bac Ninh to apply and develop special mechanisms and policies to treat science and technology, innovation, and digital transformation to attract investment, train high-quality human resources, semiconductor human resources, improve science and technology capacity and develop the private economy. Resolutely implement administrative procedure reform associated with promoting digital transformation and developing digital government, digital society, and digital economy; continue to promote the local strengths of being a leader in attracting investment, attracting research and production centers, applying AI technology as well as semiconductor technology to be headquartered in the province.

In particular, promoting the development of science, technology, and digital transformation in enterprises in conjunction with the implementation of Resolution 68 on private economic development. Recently, at the Forum "Science, Technology, Innovation and Digital Transformation - Bac Ninh Breakthrough and Development" held on April 13, 2025, the province launched the Venture Capital Fund for creative startups, technology incubation and digital transformation of the province, aiming to initially have an open investment mechanism, accept risks, liberate and unlock all resources to develop science and technology, create a source of inspiration for creativity, startups, dedication and contribution of intellectuals, business community and people in the province (To date, the fund has received more than 12 billion VND).

Bac Ninh is accelerating the investment progress in 2025 for the following projects: New university urban area, Concentrated Information Technology Park. Focusing on completing key projects such as: Concentrated science and technology research and development zone; High-level science and technology research institute of the capital region; Provincial intelligent computing center according to the established roadmap. Urgently develop and promulgate policies to support and encourage investment in the field of investment in the construction of public universities and central-level public hospitals in the province.
