Dien Bien: Strengthening network information security and safety to serve digital transformation and two-level local government operations

From July 10 to 18, 2025, Dien Bien Provincial Police - Standing Agency of the Provincial Cyber ​​Security and Safety Subcommittee inspected the work of ensuring cyber security and safety at the People's Committees of 45 communes and wards in the area. The results showed that the localities have made many efforts in applying information technology, administrative reform, and ensuring the operation of information systems to serve the activities of the two-level government.

However, there are still many limitations and potential risks of information security loss such as: Some units have not built information security records according to regulations; using low-configuration computers, unlicensed operating systems or anti-virus software; officers and civil servants have not been trained in network security; do not have official electronic accounts; many computers save passwords and accounts on the browser or use shared accounts.

Faced with the above situation, the Provincial Network Information Security and Safety Subcommittee requested departments, branches, and commune-level People's Committees to synchronously deploy solutions: Thoroughly grasp and strictly implement the Law on Network Security; organize inspections, evaluate system management and operation; review and remove remote control software of unknown origin; delete automatically saved passwords; ensure private Internet lines for people using public services; check the location of security camera installation, avoid recording computer screens or areas containing sensitive information.

Units must develop regulations for the use of information technology equipment; strictly manage passwords and system access accounts; strictly prohibit sharing accounts; and allocate funds to purchase copyrighted software as needed. The Department of Science and Technology continues to periodically check all system accounts, coordinate with the Provincial Police to prevent cyber attacks, and ensure the province's important information systems operate smoothly and safely.
