At the conference, the Department of Science and Technology reported on the results of the first 6 months of 2025 in the context of Bac Ninh and Bac Giang provinces merging administrative units according to the Resolution of the National Assembly. Despite many challenges in adjusting boundaries and merging infrastructure, postal and telecommunications enterprises in the area have proactively adapted, ensuring smooth, safe and effective communication activities.
Notably, Viettel is the first unit to complete the merger of the provincial-level organizational model, forming Viettel Bac Ninh. Enterprises such as VNPT,FPT , Vietnam Post... continue to carry out the merger steps. Currently, the total number of active telephone subscribers is estimated at 4,045,730, Internet subscribers are estimated at 4,397,720; in the whole province, there are 3,957 BTS stations in operation; 33 BTS station construction locations have been approved, and 51 BTS station installation locations have been put into operation. Telecommunications enterprises in the area have actively deployed the expansion of mobile network infrastructure, especially 4G and 5G networks: broadcasting 118 new 4G BTS stations, deploying 253 5G BTS stations. It is expected that by the end of 2025, 809 stations will be put into operation, 12,504 new fiber optic Internet lines will be installed to households and 1,166.99 km of GPON fiber optic cables will be installed; 8,184 new Internet ports will be deployed, providing services to 11,444 households; Underground deployment and refurbishment of telecommunications cable networks in the area is estimated at about 60.5 km. Total number of subscribers using public telecommunications services: fiber optic Internet service is 985 subscribers, mobile service is 1,982 subscribers. Processing and standardizing 14,594 unregistered subscribers, contributing to improving the efficiency of mobile subscriber management, ensuring information security and order in telecommunications activities.

Regarding the postal sector, revenue from postal activities in the first 6 months of 2025 is estimated at 430 billion VND. The output of outgoing letters and parcels is estimated at 12,362,194; the number of postal service points is 550. KT1 service is seriously implemented to ensure absolute confidentiality and safety. Received: 21,759 (14,801 + 6958) postal items, revenue of more than 908 million VND, received and returned results via public postal services: 51,112 files. Supported 20 public postal points in extremely difficult communes under the National Target Program for Sustainable Poverty Reduction. The Department also highly appreciated the spirit of law compliance of enterprises, and pointed out some shortcomings such as incomplete reporting, which need to be overcome in the coming time.
Also at the conference, businesses reflected on a number of difficulties such as: lack of postal human resources, difficulties in supporting the resolution of public administrative procedures, problems in building BTS stations, high infrastructure rental prices in industrial parks and apartment buildings, lack of public land use mechanisms, and unsynchronized sharing of telecommunications infrastructure...
To continue promoting postal and telecommunications activities, the Department of Science and Technology has set out a number of key tasks for the last 6 months of the year, including: Advising the Provincial People's Committee to issue regulations on the management of specialized data transmission networks and passive telecommunications infrastructure; Speeding up investment progress and completing 5G BTS stations as planned; Timely resolving 51 administrative procedures in the postal and telecommunications sector; Strengthening the handling of junk SIMs, standardizing subscriber information; Supporting people in remote and isolated areas to access essential telecommunications services; Promoting the application of AI, big data and automation in the provision of postal and telecommunications services.
The Department also emphasized that it will continue to accompany businesses to overcome difficulties, strengthen inter-sectoral coordination and perfect the planning and infrastructure management system to develop modern digital infrastructure, serving the development of the digital economy and digital society in the province. Continue to promote the dissemination of documents of the Central and the province related to the telecommunications sector such as: Telecommunications Law 2023, Decree No. 63/2024/ND-CP, strategies and plans on digital infrastructure, national digital transformation; Action plan to implement Resolution No. 57-NQ/TW of the Politburo... to raise awareness and responsibility of agencies, businesses and people in developing telecommunications infrastructure, ensuring information security and promoting digital transformation in the province./.
