Synchronous solutions to implement Resolution No. 57-NQ/TW on breakthroughs in science, technology development, innovation and national digital transformation in Bac Ninh

As one of the growth poles of the Capital Region, and at the same time the destination of many large domestic and foreign technology corporations, Bac Ninh is facing a great opportunity to make a breakthrough, especially in the fields of research - science and development of high-quality human resources.

In 2023, Bac Ninh ranked 7th out of 63 provinces and cities in terms of DTI index, maintaining its position in the leading group nationwide. The province has established DTI scoring software to assess the level of digital transformation of departments, branches and localities, helping to monitor and improve implementation efficiency. The province has digitized 100% of population, land and civil servant records data, creating a foundation for effective online public service provision; deployed an electronic document management system and digital signatures, improving administrative efficiency. With the proportion of digital economy accounting for more than half of GRDP, Bac Ninh has become a high-tech manufacturing center, attracting many FDI enterprises; promoted the development of areas such as e-commerce, non-cash payments and innovative startups; implemented digital skills training programs for people, especially students, to prepare human resources for the digital economy; Developing digital platforms in the fields of health, education and transportation, contributing to improving the quality of public services and people's lives.

In recent years, the Provincial Innovation Index (PII) has become an important tool in assessing the innovation capacity of provinces and cities nationwide. Bac Ninh province has achieved remarkable achievements in the field of innovation. In 2023, Bac Ninh ranked 6th nationwide and 3rd in the Red River Delta region in the Provincial Innovation Index (PII) with 49.2 points. By 2024, the province continued to maintain its high position, ranking 11th nationwide with 42.83 points. Intellectual property protection activities and scientific innovation activities are prioritized. The whole province currently has more than 3,500 intellectual property protection certificates, of which 32 specialty and key products are jointly owned by the community.

In recent times, the province has organized many competitions and programs to support startups, such as the "Bac Ninh Youth Creative Startup Ideas Competition 2025", to encourage creative ideas and support young people in the startup process. The province has also implemented startup support activities, including consulting, training and connecting startup networks, to create favorable conditions for newly established businesses. Not only that, the province has organized many activities to promote the spirit of scientific research and innovation among students such as the Provincial Science and Technology Competition, which has attracted projects from junior high and high school students, in fields such as mechanical engineering, embedded systems, robots and smart machines, social and behavioral sciences, environmental engineering, chemistry, chemistry - biology, physical energy and STEM education products, in the 2024-2025 school year there are 43 projects, including 01 first prize and 01 National Promising prize; STEM festival for primary school students, with many booths displaying and experiencing STEM products from educational institutions in the province.

To break through to become the leading innovation center of the country and the region, in the coming time, Bac Ninh needs to deploy a co-creation innovation ecosystem center with the close participation of the state - enterprises - institutes/schools - high-tech zones, playing the role of a knowledge center and model and Open Innovation is to take advantage of the flows of knowledge, ideas, technology, and resources from outside the province. In particular, a key policy is to establish mixed science and technology funds, with a co-funding mechanism from both the state budget and enterprises. This mechanism not only helps to select topics with high applicability, but also links research with production and business practices, ensuring that research results are received and commercialized by enterprises from the beginning. Enterprises participating right from the stage of building topics and sharing resources will create an effective innovation loop, shortening the distance from research to the market. Establish specialized industrial - technology clubs. This is a space for connection - sharing - cooperation between entities in the ecosystem, creating conditions to promote technology transfer, solve practical problems and commercialize products. Develop a ranking of innovative enterprises: Propose to develop a periodic ranking of enterprises in Bac Ninh based on criteria: investment in R&D, number of inventions/utility solutions, rate of new products, level of digital transformation, etc. Establish a local science - technology advisory council: Bac Ninh needs to establish a strategic advisory council, including leading experts, business representatives, managers and research institutes. The council is responsible for proposing priority directions for research - technology application, evaluating technology investment policies and supporting the province in developing a long-term science - technology development strategy, closely following local realities and capacities.

Developing science and technology, digital transformation and innovation are not only strategic tasks but also prerequisites for Bac Ninh province to achieve the goals of green growth, sustainable development and international integration. This is also the foundation for Bac Ninh to become a smart, modern industrial province and soon become a centrally-run city.
