
The Department of Agriculture and Environment (DARD) of Ho Chi Minh City has just issued Document No. 7888/SNNMT-TTCĐS regarding the implementation of the campaign to enrich and clean up the national database on land in the area.
This is the content implemented under the direction of the Ministry of Public Security , the Ministry of Agriculture and Environment, and the People's Committee of Ho Chi Minh City with the goal of building and perfecting the "correct - sufficient - clean - unified - shared" land database, ensuring unity, synchronization, and conformity with the 2-level local government organization model.
According to the Department of Agriculture and Environment, the campaign will protect people's rights in ensuring that information on their Land Use Rights Certificates (red books) is synchronized and accurate with the State's database; and carry out quick procedures: Reduce paperwork, shorten the time when carrying out administrative procedures (TTHC) on land such as: transfer, inheritance, mortgage... in the electronic environment.

At the same time, to build utilities on VNeID: in the near future, people can use the VNeID application to confirm their land information, creating convenience and transparency.
The campaign also helps create a transparent investment environment for businesses thanks to easy access to accurate land information, minimizing legal risks; being able to reuse existing data helps reduce file components, eliminate paperwork, and speed up the process of resolving land-related administrative procedures.
According to the Department of Agriculture and Environment, the campaign also contributes to building a digital government platform through the construction of a unified national land database, connecting with the population database, as a foundation for developing e-government; helping to effectively manage land in the direction of "correct - sufficient - clean - living", helping to make policy making and land use planning accurate and transparent.
According to the Department of Agriculture and Environment, within 90 days, all levels of government from central to local levels will focus on: Completing existing data: Reviewing and comparing to ensure that about 5 million plots of land with data must meet the standards of "correct - sufficient - clean - alive". Land user information will be verified with the national population database.
At the same time, new data will be built for areas without a database, and people's "red books" and citizen identification cards will be collected and digitized.
Connect and share 100% of local land data with the Central Government, connect and share smoothly throughout the entire political system to serve people and businesses.
This campaign will also help restructure processes and administrative procedures to reduce paper records, take advantage of existing digital data, and replace data-based record components (for example, when carrying out construction permit procedures, the land database can be accessed to exploit data without requiring people to provide photocopies of "red books" as before).
The Department of Agriculture and Environment emphasized: The campaign "90 days to get rich, clean land database" is an important step in the national digital transformation, directly bringing benefits to every citizen and every business.
Therefore, the Department of Agriculture and Environment recommends that people and businesses proactively coordinate with local working groups (communes, wards, and neighborhoods) when requested to review, compare, and provide information; prepare "red books" and citizen identification cards to provide to officials when requested to collect and digitize in places where there is no data; monitor and confirm on the VNeID application to confirm their land information when notified; promptly detect errors in their land information; if there are any errors, quickly report them to the People's Committee at the commune level or the local Land Registration Office for adjustment.
