
Reporting to the Survey Team, the representative of Vu Bon Commune People's Committee said: the whole commune currently has nearly 20,000 people, living in 19 villages and hamlets, of which nearly 9,000 are ethnic minorities. Implementing the National Target Programs for the period 2021 - 2025, the commune has achieved many positive results, contributing to clearly changing the appearance of the countryside and improving people's lives.
Regarding the National Target Program on Sustainable Poverty Reduction, the commune has reduced 506 poor households, bringing the total poverty rate of the commune to 5.8%. Social security policies have been implemented synchronously, helping people have better access to basic services. Up to now, 100% of people participate in health insurance; students are exempted, reduced and supported with tuition fees of more than 212 million VND; poor households are supported with electricity bills of more than 1.37 billion VND.

The commune has supported more than 6 billion VND to build and repair 116 houses for poor and near-poor households; at the same time, supported breeding cows for 196 households with a total cost of nearly 5.7 billion VND, contributing to stabilizing housing, creating livelihoods and increasing income for people.
Implementing the National Target Program on New Rural Development, up to now, Vu Bon commune has basically completed 17/19 criteria. The socio -economic infrastructure system has been invested and upgraded significantly: rural roads, irrigation works, electricity, schools, and medical stations have all been improved, better serving the production and living needs of the people.

In addition to the achieved results, the locality still faces many difficulties and obstacles such as: limited investment capital, slow disbursement progress; training and coaching for grassroots cadres have not met requirements; some new rural criteria are difficult to achieve due to the characteristics of large areas, scattered population, and high poverty rate.
From that reality, Vu Bon Commune People's Committee recommends that the State continue to invest and support capital for infrastructure development, promptly implement the project to stabilize unplanned migrants, and increase the opening of training and professional development classes before implementing the model to ensure effectiveness.

At the meeting, the members of the delegation discussed and requested the commune to clarify the disbursement results and the effectiveness of capital use, especially for items that are behind schedule. The delegation also requested the locality to clearly analyze the causes and solutions for the unfinished new rural criteria.
Representatives of relevant departments and branches provided specific instructions on the capital management and use mechanism, and requested the commune to review, supplement and complete the report with accurate data, general content, clearly stating the results, limitations and specific recommendations, and send it to the Delegation before October 15 for synthesis and reporting to the National Assembly.

Speaking at the working session, Deputy Head of the National Assembly Delegation of Dak Lak province Nguyen Thi Thu Nguyet acknowledged and highly appreciated the efforts of the Party Committee, government and people of Vu Bon commune in implementing the National Target Programs in recent times.
Accordingly, the implementation of the programs has brought about clear changes in socio-economic development, improved people's lives, strengthened people's trust in the Party and State's policies and guidelines, and contributed to maintaining political stability and social order and safety in the area.

The head of the survey team also pointed out that the implementation process still has some ineffective contents, many criteria have not been met, the reasons come from both objective and subjective factors. Among them, there are limitations in resources and management capacity at the grassroots level.
The Deputy Head of the delegation, in charge of the National Assembly Delegation of Dak Lak province, requested the commune to continue reviewing all criteria and sub-projects, clearly defining the responsibilities of each stage and each person to promptly overcome them; proactively disburse and effectively use the allocated capital, avoiding the situation of capital accumulation at the end of the period or slow progress, affecting the rights of the people.

In particular, the Deputy Head of the specialized delegation, in charge of the Provincial National Assembly Delegation, emphasized that the people are both the subject and the beneficiary of national target programs. Therefore, it is necessary to raise awareness and responsibility of the community, promote propaganda and mobilize people to proactively participate in building new rural areas, reducing poverty and developing sustainably. Along with that, the local government must promote the spirit of self-reliance, self-improvement, and maximize the mobilization of resources among the people to create a driving force for development.
The head of the survey team also requested the commune to strengthen the Steering Committee of the National Target Programs, ensuring "clear people, clear work, clear responsibilities and clear products". At the same time, strengthen training and provide specific instructions to the team of village and hamlet cadres who are the direct force to implement the contents at the grassroots level.

In the long term, the Deputy Head of the specialized delegation, in charge of the Provincial National Assembly Delegation, suggested that the People's Committee of Vu Bon commune should proactively prepare for the new period after 2025, in the context that national target programs can be adjusted and integrated to improve investment efficiency, avoid overlap and dispersion.
The Dak Lak Provincial National Assembly Delegation will fully synthesize local recommendations and proposals to report and recommend to the Government and central ministries and branches, in order to remove difficulties, improve mechanisms and policies, and create more favorable conditions for localities to implement development goals in the coming period.
