Multiple quality control solutions

According to the results of the Provincial Green Index (PGI) ranking announced annually by VCCI, from 2022 to present, Hai Phong city has been among the leading localities in the country in terms of air quality. The city's air quality monitoring sessions in recent times show that, in general, the values of polluting gases such as O3, PM2.5 dust, SO2, CO, NO2 have fluctuated little and are within the allowable limits. According to the website www.aqi.in/vn, the results of synthesizing air environment data from automatic monitoring equipment at Deep C1 Industrial Park, Deep C 2, Diamond Crown Apartment Project (Le Hong Phong Street, Gia Vien Ward) and QSI Hai Phong International School, Duong Kinh Ward show that the city's air quality index is good.

To achieve this result, the city has paid attention to guiding businesses to do a good job of environmental protection, including waste treatment. The implementation of policies and services to support businesses in environmental protection is highly appreciated. The rate of businesses participating in the survey recorded support and guidance from local authorities on how to reduce and treat emissions and waste is nearly double the national average. Up to now, 100% of projects and factories with large emissions and high risk of pollution in both the east and west of Hai Phong have installed automatic emission monitoring systems. In addition, many investors have built ecological industrial parks associated with clean energy use; taking advantage of carbon credits towards sustainable industrial production through initiatives such as: Installing solar panels, building solar panels and wind turbines.

Deputy Director of the Department of Agriculture and Environment Pham Van Thuan said that the city focuses on controlling air quality. The city has regulations on preventing and combating pollution from construction works and transportation activities in urban areas and residential areas. Along with that, it implements emission control, installs automatic emission monitoring systems and transmits data according to regulations.

In the western Hai Phong area, there are currently 54 automatic emission monitoring stations, continuously transmitting data to the Department as well as the Ministry of Agriculture and Environment . Of which, there are 10 automatic and continuous monitoring stations for the air environment around 71 locations with many emission sources. In the eastern Hai Phong area, the city has allocated nearly 100 billion VND to implement the Project of Integrated Control Center for Automatic Monitoring Data Management Phase 1 with 15 water and gas environmental monitoring stations installed. In addition, 34 major emission sources have installed 47 automatic environmental monitoring stations, continuously transmitting data to the Department of Agriculture and Environment and the Ministry of Agriculture and Environment.

Don't be subjective or negligent.

Despite the remarkable results, the issue of air quality control, especially at the end of the year in the area, needs to be paid attention to and focused on. Because the air pollution situation is often recorded before and after cold air waves, increasing dramatically at night and early morning. The reason is that in winter, meteorological conditions such as low rainfall, calm weather, and temperature inversion cause fine dust to not diffuse, causing air pollution.

Hai Phong City, as the main gateway to the sea in the North, has a high traffic density. In addition, a number of businesses have not strictly implemented the environmental protection reporting regime, leading to limited management consultation and proposed solutions for pollution control. In addition, at the end of the year, after harvesting rice, agricultural households often burn straw. This activity increases dust and smoke, not to mention the illegal burning of waste in garbage dumps in suburban areas.

According to the Director of the Environmental Monitoring Center (Department of Agriculture and Environment) Dam Quang Quynh, with the city's growing development speed, propaganda and guidance for businesses to use environmentally friendly energy continues to be an important solution. In addition, it is necessary to increase the area of trees and parks in the city center to create a cool space in the urban area. To better control air quality in the coming time, it is necessary to supplement and improve the efficiency of automatic air monitoring systems. The Department of Agriculture and Environment continues to operate a hotline, quickly grasping people's feedback on environmental issues, including air environment, to promptly handle pollution cases.
