
Supplementing the Law on Artificial Intelligence to be submitted to the National Assembly at the 10th Session
Reporting on the preparation for the 10th Session of the 15th National Assembly, Permanent Deputy Head of the National Assembly Office Le Quang Manh said that the National Assembly Office proposed to continue completing the expected content and program of the Session as follows:
- (i) Add 8 contents to be submitted to the National Assembly for consideration and approval at the 10th Session due to the direction of competent authorities, conclusions of the Standing Committee of the National Assembly when considering and giving opinions on each content or the Government has sent documents, which have been arranged in the official program for the Standing Committee of the National Assembly to give opinions at this Session, including:
(1) Law on Artificial Intelligence;
(2) Investment Law (amended);
(3) Law amending and supplementing a number of articles of the Law on Public Debt Management;
(4) Law amending and supplementing a number of articles of the Law on Insurance Business;
(5) Law amending and supplementing a number of articles of the Law on Statistics;
(6) Law amending and supplementing a number of articles of the Law on Prices;
(7) Law amending and supplementing a number of articles of the Law on Anti-Corruption;
(8) Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciation.
- (ii) Supplement and request the Government to fully and comprehensively report on the issuance of documents adjusting contents under the authority of the National Assembly to handle issues arising when implementing the reorganization of the state apparatus, promoting decentralization and delegation of power, and removing obstacles due to legal provisions.

Thus, at the 10th Session, the National Assembly will consider and decide on 66 contents and groups of contents (50 laws, 3 resolutions on legislative work; 13 groups of contents on socio -economics, state budget, supervision and decision on other important issues of the country); at the same time, there are 13 groups of contents that agencies will send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and consider the contents according to regulations.
Regarding the draft Law on amending and supplementing a number of articles of the Land Law, the Office of the National Assembly proposes to initially show the name of the above content in the expected content and program of the Session as follows: draft Law on amending and supplementing a number of articles of the Land Law (or Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law (applicable during the period when the Land Law has not been amended - if necessary).
The Office of the National Assembly will continue to edit and complete this content in the expected content and program of the Session after receiving the official documents from the Government.
The Office of the National Assembly also proposed that the Standing Committee of the National Assembly allow time for the National Assembly to consider and approve resolutions on investment policies for national target programs after November 15, 2025.
Up to now, the total working time of the National Assembly is expected to be 41 days. Of which, only one Saturday of the first week (October 25, 2025) will be arranged; the remaining Saturdays and Sundays will be used for agencies to receive and revise draft laws and resolutions; the Standing Committee of the National Assembly will hold meetings to review, comment on, and decide on contents within its authority.
The session opened on the morning of October 20, 2025, and is expected to close on December 12, 2025; the National Assembly met continuously to focus on completing all the proposed content and program.

Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh expressed basic agreement with the report of the National Assembly Office and proposed adjusting the program in the direction of grouping content to increase efficiency and save time.

Regarding the content related to the Land Law, the Vice Chairman of the National Assembly proposed not to write "Law amending and supplementing a number of articles of the Land Law" but to replace it with a Resolution of the National Assembly to remove legal difficulties and obstacles.
Vice Chairman of the National Assembly Nguyen Khac Dinh also requested the Government to report fully and comprehensively on the implementation of promoting decentralization, delegation of power, and removing difficulties in legal regulations according to the Law on Government Organization, Law on Local Organization, and Resolution.
Concluding the session, National Assembly Chairman Tran Thanh Man highly appreciated the preparations of the Nationalities Council, Committees and the National Assembly Office; stating that under the leadership of the Party, the documents submitted by the Government and the National Assembly made decisions very quickly, meeting the requirements to remove difficulties and obstacles. Noting the lessons learned from the 9th Session, the National Assembly Chairman suggested that the 10th Session promote the spirit of National Assembly deputies focusing on discussions in groups and halls.

Regarding preparation work, the National Assembly Chairman suggested that it is necessary to focus and devote efforts to the Session; the Government should review and arrange the order of priority of which Law projects to be passed first and which to be passed later to coordinate with the National Assembly Office to arrange discussions.
Regarding documents, the National Assembly Chairman noted that it is necessary to review the quality of documents sent to National Assembly deputies to put them on the National Assembly App. If there is a delay, a written report must be sent.
Regarding the agenda of the Session, the National Assembly Chairman suggested that the Office of the National Assembly and the Office of the Government coordinate to review and limit additions to the agenda of the Session. At the same time, the agencies of the National Assembly should carefully consider and confirm that any content that ensures progress and quality will be included in the agenda.
Regarding the material and technical conditions, the National Assembly Chairman said that he and Vice Chairman of the National Assembly Nguyen Khac Dinh will directly inspect, especially the issues of digital transformation, logistics, information, communication, security and safety to serve the Session.
The National Assembly Chairman requested that the Permanent Deputy Head of the National Assembly Office and the Secretariat Department seriously absorb and complete the proposed Session Agenda.
