Changing the land use purpose from agricultural land to residential land is a legitimate need of many households in the urbanization process. However, with the new regulations of the Land Law 2024, the land use fee is becoming a major barrier, causing many people to encounter difficulties when they want to "upgrade to residential land" to build a house.
Having been given more than 100 square meters of garden land by her parents to live on, Ms. Vo Thi Kieu Ngan (Nga Bay Ward, Can Tho City) completed the procedures to change the land use purpose to residential land. However, the amount of money she had to pay was more than 100 million VND, beyond the ability of an ordinary working household.
"It's also difficult to make a living from gardening . But I find the price of residential land here to be high compared to the people. In fact, when I registered for residential land, the price was too high, and I didn't meet the conditions," said Ms. Vo Thi Kieu Ngan - Nga Bay ward, Can Tho city.
After the merger, Nga Bay ward became an area with a strategic location, with strong potential for development in trade - services - logistics. Traffic was invested, population increased rapidly, and demand for residential land was increasing. However, at the same time, land conversion costs were becoming a major "bottleneck" for many households.
According to local authorities, the increase in land use conversion costs is due to the application of a new land price list under the 2024 Land Law, which is closer to market prices, instead of lower as before.
Mr. Nguyen Thanh Tung - Vice Chairman of Nga Bay Ward People's Committee, Can Tho City said: "According to the two Land Laws of 2013 and 2024, when changing land use purposes, people must pay land use fees of 100% of the difference. For example, 1m2 of rice land costs 500,000 VND, when converting to residential land with a price of 5 million, the difference is 4.5 million VND/m2. This is a very high price and many people cannot afford to pay land use fees".
Adjusting the land price list closer to the market according to the 2024 Land Law is a step to make policies transparent and increase budget revenue. However, the reality shows that the current land use fee collection is beyond the capacity of many households, especially in rapidly urbanizing areas such as Nga Bay Ward. Without a flexible mechanism suitable to people's living conditions, the process of changing land use purposes will continue to face difficulties and the dream of "upgrading to residential land to build a house" is still far away for many families.
