
Da Nang proposes to add free trade zone mechanism
According to the Department of Industry and Trade, the Da Nang Free Trade Zone is a new model, unprecedented and not specifically regulated in the current legal system. Some open and outstanding policies are being proposed such as: Land allocation, land lease without auction of land use rights, appointment of strategic investors to invest in building technical infrastructure systems under the PPP method. Notably, the proposal includes preferential policies allowing foreign investors to trade in temporarily imported and re-exported goods and transit goods. The proposed pilot period for implementing specific policies for the Da Nang Free Trade Zone is 10 years.
Notably, according to the leader of the Department of Industry and Trade of Da Nang, in the structure of preferential policies for free trade zones, nearly 50% of the policies are research to prioritize the development of logistics services.
Among them, there is a service that allows foreign investors to trade in temporarily imported and re-exported goods, transit goods, and allows exemption from specialized inspection, and imports from one port can be exported from another (for example, imports from a seaport can be exported from an airport). This is a very favorable incentive that current legal regulations do not have.
“Da Nang is trying to convince the competent authorities to allow Da Nang to apply this policy, thus creating great conditions to diversify the types of logistics in the city including seaports, aviation and roads,” said Director of Da Nang Department of Industry and Trade Le Thi Kim Phuong, hoping that if approved by the National Assembly , these preferential policies will help the city attract large logistics investors and strategic investors to the Free Trade Zone, realizing the goal of Da Nang becoming an international freight transit center and promoting the effectiveness of the Free Trade Zone associated with Lien Chieu port.
